As long as he learned Dragon Slayer Magic and gained this world's dragon power, and then combined it with the traits of magical dragons and fire dragons from the Harry Potter world, he could use Animagus for transformation.
Because of the fusion of characteristics from three worlds' dragons, the dragon form created through Animagus might be even more perfect than those produced by dragonification in this world.
For example, it might not have this world's dragons' weakness — motion sickness.
