Because Kakashi decided to keep investigating Obito, Senshi did not send him back to Konoha but instead returned on his own to Amegakure.
With all the time that's passed, he's accumulated a huge amount of Employment Points. He's planning to blow them all now in one massive spree, hoping he can finally unlock the Advanced Draw function. If he manages to unlock it, he might be able to draw something like a pair of Rinnegan eyes for Nagato.
After all, Amegakure can't do without Nagato, just as the West can't do without Jerusalem.
While Senshi prepares for his big lottery spree, Naruto and Sasuke are also getting ready for special training. Naruto still wants revenge against Obito, while Sasuke, for his part, still wants to kill Danzo to avenge his clan. Since both need to become stronger, an intense training session is in order.

Naruto seeks out Jiraiya and says, "Pervy Sage, can you help train me and Sasuke? We need to get stronger fast!"
Jiraiya: (O_O)???
How's he supposed to train both Naruto and Sasuke? He doesn't seem to have much left to teach that would help them quickly surpass their current limits.
Sasuke chimes in. "Lord Jiraiya, if possible, please supervise our training. Our plan is primarily mission-grinding, supplemented by real combat sparring, to improve in all areas."
Once Sasuke explains, Jiraiya gets the picture. Essentially these two kids want him to act as a sparring partner. Ordinarily, being a "sparring partner" for others is beneath him—after all, he's Jiraiya, the toad hermit who's mastered Sage Mode of Mount Myoboku.
But Naruto and Sasuke are special. Naruto is the prophesied "Child of the Destiny," and Sasuke is an exceptionally gifted young ninja. If he helps these two grow, it'll be a huge gain for both Konoha and the entire ninja world.
Deciding quickly, Jiraiya says, "No problem. I'll help out with your training. Both of you will become powerful ninjas who guide the world to peace."
Naruto, looking somewhat puzzled, says, "Pervy Sage, why do you say we'll be the ones guiding the world to peace?"
Jiraiya doesn't want to just dump the prophecy on him—he figures that wouldn't mean much to Naruto right now. So he explains in a way Naruto can fully grasp:
"If the world is at peace, you can have Ichiraku Ramen any time you want—living safe and happy. But if the world falls into chaos, the village could be razed to the ground any day. Then forget about anything else—you wouldn't even get a simple bowl of Ichiraku Ramen."
Eyes going wide, Naruto exclaims, "That's horrible! Not getting to eat Ichiraku Ramen is something I just can't bear!"
Sasuke: (O_O)???
Jiraiya: (O_O)???
Is that even a normal human's line of thought?
Still, Jiraiya's been around Naruto long enough to accept this is just who he is. Chuckling wryly, he tells Naruto, "There are a lot of important things besides Ichiraku Ramen, but don't worry if you don't understand yet. You will in time. Since you and Sasuke have settled on a training plan, let's start now. I'll help with both your actual-combat drills and your broader life experiences."
Naruto says gratefully, "Thanks, Pervy Sage!"
Sasuke likewise says, "We appreciate your help, Lord Jiraiya!"
Jiraiya laughs loudly, "Hahaha—no need to thank me for something so minor."
Shortly thereafter, the three leave Konoha and set off around the Land of Fire, doing high-intensity mission-grinding.
Naruto and Sasuke's commitment to mission-grinding is something Kakashi knows well, but for Jiraiya, this is a first. He'll soon discover just how crazy these two can get.

Senshi has made it back to Amegakure. Right now, he's sitting atop the Ninja Academy's rooftop—he's chosen to do his lottery draws here, not as a threat to "jump if nothing good comes," but because it's high enough for him to view half the village.
These draws are going to take a while, so in between draws, he can watch the academy and the village below, passing the time.
Breathing steadily, he checks his current Employment Point total: 1,774,650—over 1.77 million. That's enough to do seventeen hundred "mid-tier lottery draws" (i.e., 17 batches of 100 draws each).
Based on past experience, each 100-draw batch yields on average two "element-fusion Bloodline Limits," which is a first-tier reward. So by the time he finishes, he may get around 34 such Bloodline Limits.
Of course, that's just first-tier. The mid-tier lottery can also produce "above top-tier" prizes. Since his system inventory is already brimming with stuff, he's not that fixated on those top-tier draws. What he wants most is to unlock the Advanced Draw function.
The mid-tier lottery alone is already this powerful, so once he gets advanced draws, they'll be on an entirely new level. He expects the advanced-tier draws will have truly "sky-high" rewards.
Wasting no more time, Senshi starts drawing.

But even after this hundred-draw, the Advanced Draw function still isn't unlocked. He can, however, sense he's getting closer. No reason to fret, so he starts the second 100-draw.

He doesn't need them himself, but he can hand them out to his mercenaries as extra lifesaving measures. If they ever fight powerful foes and end in a double-K.O., just pop a Senzu Bean and that's the deciding factor.
The rest of the items in that batch are average or low-grade, but that's expected—he landed an outstanding "above top-tier" right away, so the rest of that hundred likely wouldn't match it.
Still, the advanced function didn't unlock this time either, which gave him a headache. He shrugs it off and draws yet again:

Despite how quickly he can accumulate them, he needs more time and more big commissions to build back up. The feeling of being stuck "so close yet so far" is frustrating.
At the same time, Jiraiya's head is also pounding. Lately, he's been leading Naruto and Sasuke through super-intense missions plus sparring.

Orochimaru has been contemplating, once again, paying Senshi to buy more advanced materials for his experiments. Although his sales of the Eternal Chakra Elixir alone are raking in plenty, it mostly targets the older demographic. He'd like to target other groups too—there's money to be made everywhere, so why not?
Thus, he instructs Kabuto: "Kabuto, let Senshi know we intend to purchase more high-grade items for our research."
"Understood, Lord Orochimaru." Kabuto heads off to the lab storing the blacklight virus to contact Senshi's Wood Clone stationed there for safety.
After Kabuto relays the message, a familiar dark-red swirling vortex appears between them. Senshi steps out, throwing an arm around each of them:
"So, Snake Bro, Kabuto Bro—what do you want to buy this time? Have you got the money ready?"
He's smiling from ear to ear. He just wiped out his entire hoard of Employment Points on lotteries, and has warehouses full of medium-to-high-tier items that need buyers. Finding Orochimaru and Kabuto in a spending mood is perfect timing.
With a sinister grin, Orochimaru replies, "Money's not an issue. Kabuto and I are after some top-tier goods this time."
Senshi returns the grin. "Not a problem; I've got loads of high-quality merchandise. Like this—an item called a 'Senzu Bean.' If I beat you half to death and you eat one, you'll be fully recovered in an instant. Wanna try?"
Holding up a Senzu Bean, Senshi eyes Orochimaru mischievously. Orochimaru quickly waves him off. "No need to be so extreme just to test it. Even if I did want to test some materials, it doesn't have to be that way."
Senshi: (O_O)???
"…You call that extreme? I call it mild. If we don't test it out, how else can you be sure it actually works?"
Orochimaru retorts, "These beans are wasted on us. Kabuto and I don't need them. We'd prefer other items."
Only weak or foolish people suffer life-threatening injuries. If Orochimaru and Kabuto ran into an unwinnable fight, they would just run away.
For a truly unstoppable foe like Senshi, they wouldn't fight him in the first place. So although Senzu Beans are impressive, the two of them aren't interested.
Senshi had hoped to sell a batch of beans, but seeing Orochimaru's refusal, he has to give up for now. He can't help noticing that Senzu Beans keep piling up in his inventory—quite awkward to sell. But it doesn't matter. He has other stuff to offer.
So he glances at Kabuto and Orochimaru. "All right, what exactly are you two looking for?"
Kabuto gets straight to the point. "Lord Senshi, I want two more of Sukuna's Fingers. Same price as before?"
With an arm around Kabuto's shoulder, Senshi replies, "Kabuto Bro, definitely not the old price anymore. The ninja world's changed a lot, with inflation rising daily. A ryo doesn't have the same purchasing power it did. And Sukuna's Fingers are extremely rare. Buying two fingers now sets you back four hundred million ryo."
"Four hundred million?" Kabuto is taken aback. Last time, two fingers cost him only three hundred million. That's a whole extra hundred million—enough to buy an entire Tailed Beast back in the day.
Kabuto considers bargaining. "Isn't that a bit high, Lord Senshi? I've heard the Akatsuki once acquired Three-Tails from you for only one hundred million ryo."
Senshi waves that away. "Bro, that's a completely different matter. First, it was ages ago. Second, even if I sold you Three-Tails, what's it to you anyway? Are you really gonna do much with it?"
Kabuto: (O_O)???
In other words, does he mean a Tailed Beast has become useless?
