Chapter 61 - When the Plan Was in Progress

Early the next morning, the Uchiha clan convened a high-level meeting at the Nakano Shrine. All key figures, including elite jōnin and members of the clan with the Mangekyō Sharingan or Three-Tomoe Sharingan, were present.

Patriarch Fugaku Uchiha stood before the assembly. "We are gathered here because tension between the Uchiha clan and the village has once again escalated. In the past, we tolerated it, hoping for change. But now, things are different. Our clan has regained strength and unity. Do we wish to return to being scapegoats? No. We didn't provoke these events—but we will no longer be passive."

The recent skirmish between the Uchiha Police Force and Root Anbu had worsened the clan's standing in Konoha. As a result, Fugaku proposed an ambitious internal reform plan. The following resolutions were announced:

The Uchiha clan's reform began swiftly and publicly. Civilians were astonished—ordinary people were now part of the streets' governance. When civilians donned their new uniforms, patrolling with Uchiha shinobi, public opinion began to shift.

"We're being trusted by Uchiha?" many murmured. "They're treating us like equals—better than the village council ever did."

Other Konoha clans, especially those allied with the Sarutobi and Nara, were alarmed.

"Are the Uchiha creating a parallel structure to the Fire Daimyō's authority?" some questioned. "This feels like they're becoming a state within a state."

After tense negotiations, coercion, and persuasion, the Uchiha succeeded in gaining reluctant support from the Guardian Ninja families and eventually the neutral clans.

Uniforms were distributed, patrols began, and files were logged into the mission system. The First Division provided guidance to new units.

Even the Daimyō of the Land of Fire was perplexed.

"They're getting closer to me politically... Is this loyalty or a calculated move? Still, they're cooperating. That's rare. One clan hasn't done this much in ages."

Meanwhile, all intelligence reports landed on the desk of Hiruzen Sarutobi, the Third Hokage. Danzo Shimura, enraged, stormed into the office.

"They're overstepping! Hiruzen, you let them grow too bold!"

Hiruzen sighed. The truth was bitter—Uchiha's retreat was a feint; they were advancing their position all along.

"Danzo, stop," Hiruzen finally said. "Not only must we avoid blocking this plan—we must support it."

"Have you lost your mind? This betrays everything the Second Hokage taught us. You're throwing away decades of policy!" Danzo raged.

"We've lost our grip. Continuing with this strategy is no longer viable. You call it loyalty, but your methods have only bred more resentment."

Danzo pointed angrily. "You've sided with them! You want Uchiha in power! You'll regret this, Hiruzen!" He slammed the door.

Left in the silence, Hiruzen muttered softly, "Danzo… don't disappoint me. Don't do something unforgivable."
