The Primordial Civilization of Necrocracy certainly accumulated staggering numbers through their campaigns of systematic conversion, and individual monsters who operated outside organized structures could devastate entire regions through unchecked rampage.
But more often than not, the truth was far more uncomfortable to acknowledge.
