If memory serves, Enel currently only possesses Observation Haki—called "Mantra" on Skypiea. It's highly developed and, combined with his electrical abilities, allows him to eavesdrop on the voices of everyone on the island.
However, he doesn't know Armament Haki.
Even so, his Rumble-Rumble Fruit powers are extremely advanced. It's no exaggeration to say he holds god-like combat and destructive capabilities. Destroying an entire island wouldn't be difficult for him.
That's due to both the overwhelming base power of his Devil Fruit and his exceptional control over it.
If he hadn't run into Luffy—whose rubber abilities naturally counter lightning—and hadn't neglected physical combat training, even a strong Haki user might struggle to beat him. After all, lightning is highly destructive and incredibly fast.
His attacks radiate an apocalyptic aura. Whether it's "El Thor" or "Raigo," they're undeniably catastrophic moves.
Even now, with Rosen's Devil Fruit powers nearly awakened, top-notch physical skills, and mastery of Conqueror's Haki, he still can't confidently claim victory over the self-proclaimed god of Skypiea.
"What?! You want to join the crew?" Rosen was stunned when he returned to Flower Basket Island and heard Hathaway's words. "You're a queen—your status doesn't exactly allow for total freedom."
Not to mention, she's a reigning monarch. Setting sail with a pirate—was that really acceptable?
"Since Lantis has allied with you, I naturally need to be more involved. I won't risk letting you drag our people to ruin. Are you opposed to it?" Hathaway said calmly, as if stating a fact.
"Not at all." Opposed? Rosen was more than willing. Hathaway's strength was formidable—her combat awareness and resolve were top-tier.
Even though Rosen currently had a slight edge in power, he wouldn't dare assume he'd beat her for sure.
She had been through countless battles—so many she probably lost track.
Having her aboard meant he could confidently face even an Admiral's pursuit. It was a huge boost to their safety.
Still, wouldn't this cause disorder among the Lantis people?
As for the World Government hunting them? That was a given—with or without Hathaway, the Government would never leave him alone.
"Good. Just let me know when we set sail. I'll have some of my luggage moved to the ship today. Also, about funding—lend me some for now. I'll pay you back once we start earning at sea." Borrowing money was new for Hathaway, but she said it smoothly—at least on the surface.
"You don't even need to ask. I already planned to set some treasure aside. We're responsible for thousands of people. We'll need resources—nothing moves without money. Robin, get a team to set aside one billion Beli in treasure."
He'd anticipated this. When Hathaway became Lantis' first regent, she had passed the word through Natalie. So Lantis was effectively part of Rosen's forces now. Some investments were necessary.
With that billion Beli set aside, Rosen would be back to only a few hundred million—but with Golden City in sight, he was feeling quite rich.
"She's really joining the BOSS' crew?!" Bones and the others were in shock—and full of admiration. They'd only seen a glimpse of Hathaway's power.
But even the common crew knew: on the Dawn, aside from the BOSS, no one could match her. She wasn't just strong—she was terrifyingly strong.
"Gather the crew. I need to explain a few things about our future plans and current status..."
An hour later, Bones, Mr. 5, Valentine, Migs, and the other officers listened to Rosen's plans. Their expressions turned from disbelief to wild enthusiasm.
Heavens! Overthrowing the world? That's a lot for anyone to process. Even the usually stoic Bones couldn't stay calm when he heard the plan.
Rosen didn't react much outwardly. He handed out the genetic serums to Bones, Mr. 5, Valentine, Migs, and Robin—one each, with three remaining.
He originally planned for Robin to handle distribution, but since everyone was already there, it was easier to do it now. If anything unexpected happened, Lia—who understood the serum best—might offer insights.
Rosen didn't intend to take one himself. Lia had told him that at his current strength, the serum wouldn't help. He'd already pushed his body's potential far enough.
So instead, they'd save the remaining doses for others in need later on.
As the five took the serums, Rosen kept watch, guarding against wild beast attacks.
He expected the process to be difficult or risky—but surprisingly, it went smoothly. They looked like they'd just drunk water.
"No strange feelings?" he asked.
Was it ineffective?
"I feel a burning and tearing in my muscles—but it doesn't hurt," Bones said. He punched the air without using his ability, creating a shockwave that shattered a tree.
"Same here. Let me try something," said Mr. 5, then sprinted forward like a blazing arrow. His Devil Fruit powers activated—each breath from his intense sprinting triggered explosions.
It looked like he was racing down a trail of blasts—impressive and dramatic.
"Gigantes Fleur: Giant Tree." Robin waved her arm, activating her Flower-Flower Fruit. Countless white hands bloomed from the ground and formed two enormous arms, which slammed the earth.
The genetic serum's goal was to unlock potential. When someone's strength, speed, and stamina increase, their Devil Fruit naturally becomes more effective too.
Robin's move shouldn't have been possible until two years later, but the serum had accelerated its emergence.
"Storm Surge!" Valentine fired laser-tipped arrows with increased speed and explosive power.
"Moonwalk! Finger Pistol! Iron Body!" Migs wasn't a Devil Fruit user, but he trained constantly. He was one of the strongest among the officers after Bones and had climbed up from the bottom.
Now he'd mastered three of the six Rokushiki techniques—and including his earlier mastery of Soru, that made four.
"All your officers are ability users?" Lia asked, amazed as she watched.
She knew the genetic serum was designed for ability users, enhancing their performance. But these people had truly incredible potential. Even among the Lantis, only Morad, Alice, and a few top warriors had shown similar results after taking the serum.
Rosen wasn't surprised. Many of these people had shown up in the original story—they weren't just background characters.
"By the way, can this be used on animals?" Rosen asked, glancing at the Kung Fu Dugong beside him. He almost forgot about it.
"Chu!" The little Dugong seemed to understand, staring at Rosen with eager, sparkling eyes: "Master is so good to me!"
"Yes," Lia nodded.
