This strength wasn't a matter of will, intellect, or talent. The key was the external environment; the grander setting placed limits on many shinobi with extraordinary gifts. The ceiling was only so high, and no amount of effort could change that.

She looked at the monkey, Bubbles, and then shook the documents in her hand, trying to convey that the other side was in a hurry and asking what to do now. The monkey could only spread its hands helplessly as if to say, "I'm a monkey, you can't expect me to handle paperwork, can you?"
Ino feigned a difficult expression and paced around for a good while. "Alright, I'll see what I can do about a reply."
The outline for this First Other World Martial Arts Tournament was very rough, basically an event the Grand Kai had come up with on a whim when he was bored.
His four subordinate Kais weren't enthusiastic about it either, so they delayed whenever they could.
Ino read the outline three times, over and over.
She didn't want to delay. In another two years, people like Son Goku would be Super Saiyan 3. How would the shinobi world's ninjas even compete then?
The sooner this tournament was held, the better.
She had to race against time. With a plan in mind, she picked up a pen and began to write.

The monkey Bubbles had limited literacy, but even so, it watched from the side, utterly stunned. From time to time, it would look up at Ino, thinking, "For a strategic genius like you to be learning the Kaio-ken is truly a waste of your talents!"
Focusing on four areas—"Preparing Materials," "Convening Meetings," "Listing Data," and "Conducting Timely Inspections"—Ino elaborated on all the key points that needed attention for the First Other World Martial Arts Tournament. Could it be held successfully? That was hard to say. It mostly depended on whether the higher-ups took it seriously and promoted it with full force. But for now, the paperwork was definitely more than sufficient!
"Take this and send it to that old man from earlier." She handed the thick stack of documents to Bubbles.
The monkey held them with both hands and carefully placed the documents into a device that resembled an oven. As the tray rotated and lit up, the documents vanished with a "whoosh."
She had done all she could; now she had to wait.
King Kai's cold lasted for three days. On the fourth day, he finally had some strength back. Ino drove him around King Kai's Planet in his small car for a joyride. After another two days of recuperation, the chubby fellow was finally fully recovered.
Regarding the matter with the Grand Kai, King Kai was extremely calm. It didn't matter if he did a good job or a bad one. At worst, he'd get scolded a bit. Could they really strip him of his title as a Kai? It was utterly trivial.
After King Kai recovered, Ino announced her departure. She needed to find the Dragon Balls to restore the shinobi world.
Furthermore, she needed to determine what stage the Z Fighters of this Dragon Ball era were in. King Kai had explained a method of calculating the cosmic era to her, but she was completely baffled. All she knew was that King Kai didn't know Son Goku yet, which meant the time was likely before Raditz arrived on Earth.
She had to go to Earth to see for herself, to understand the timeline here, and to look for the Dragon Balls while she was at it.
"Well, I'm off! I'll come see you again in a while! Goodbye, Master King Kai! Goodbye, Bubbles!" Ino left some things that were inconvenient to carry in her wooden cabin on King Kai's Planet, as she would be visiting frequently in the future.
She waved goodbye to King Kai and the monkey, then activated the Crossing Moon Bridge, directly entering the underworld at the other end of Snake Way.
Her status was different now. She went straight to King Yama's office, and he didn't treat her like an outsider, chatting about King Kai's situation while handling his work.
"Uncle King Yama, can you send me to the Earth of this dimension?"
"Why are you going there?"
"I need to find the Dragon Balls to restore my homeland."
Ino was straightforward and stated her intentions directly.
She had also mentioned this to King Kai, who had no objections.
King Yama had nothing to say either. Ino was King Kai's disciple, making her his junior. They were family.
He picked up the phone on his desk. "I'll contact the Kami over there and have him take you. Hello? Hello?! Is anyone there? Hello?!"
He shouted into the phone for a long time, the signal apparently being poor. It took a while before he could explain the situation clearly.
King Yama hung up the phone and said with a look of disdain, "That guy will be here in a moment. You should be aware, the Kami from this side has a bad personality, a gloomy face, and most importantly, no sense of humor!"
King Yama suddenly put on a fierce expression. "How about we get rid of him, and you become my partner instead?"
The God of Earth, green-skinned, covered in wrinkles, and leaning on a staff, who had just emerged from the corridor, couldn't help but roll his eyes. Should I pretend I didn't hear that, or should I pretend I didn't hear that?
King Yama pointed at him with his pen and introduced him to Ino: "See? This guy is so boring. You can't even crack a joke with him."
A dark shadow fell over Kami's forehead. If only I could beat you! If I could, then hehe!
Kami was originally a Namekian who had lived on Earth since childhood. He later received the teachings of the previous Kami and expelled all the evil from his heart to become the new Kami himself. That evil part became King Piccolo.
His original prodigious talent was thus split in two. The evil half took away a large amount of his combat-related aptitude, leaving the remaining body truly benevolent, but also truly weak. Coupled with his advanced age, this Kami, in Ino's eyes, posed very little threat.
