As communication between the two civilization alliances' headquarters deteriorated, the declaring civilizations responsible for frontline defenses also began to have verbal conflicts and frictions.
Among them, the Lu'en Civilization was in charge of frontline defenses for the Bose Alliance, while the Jike Civilization was responsible for the Fermi Alliance. Both these declaring civilizations reached Level 4 Civilization status with the technical assistance of their respective alliances. As the crisis of the Universe's halted expansion erupted, both the Bose and Fermi Civilizations realized they needed stronger and more numerous allies, leading them to sign the Technology Agreement with their partners. This leveraged their technological edge to help their allies attain Level 4 Civilization.
