Between countries, there is no absolute trust, only much suspicion. When no one dares to trust each other, faced with the same demands, whether big or small nations, there is constant arguing.
But no matter the outcome of the argument, unless full of fools, eventually they will offer within their means something sufficiently rare and precious.
