If prophecy is directed at the mundane beings of the world, with the Divine's status, it can basically achieve an extremely terrifying level of accuracy. Once a prophecy is issued, it is in effect a demonstration of miracles, which further aids in gathering and consolidating faith for the Divine.
However, once the prophecy spell is applied to a Divine of the same level, it's a different matter entirely. The high status of the Divine and the many exemption properties they possess are enough to render almost all prophetic spells ineffective.
Even Divine Arts are the same, unless it is a Divine that specializes in such spells. Only then can they get a not-so-clear result, but it will still be inaccurate and can only serve as a reference. But even so, if one can bet accurately just once, it can create unexpected effects.
