Though opposing forces were enemies, they weren't at the stage of fighting upon sight. Especially since some factions still feared the Alliance's later retaliation. This was no small issue; mishandle it, and an entire group could be wiped out. The Alliance dared not provoke public anger at this moment. Even though they could outright conquer many nations and factions, all they hoped for now was that the spectators wouldn't turn on them.
