It's hard to say they are under the command of the humans in Warrior Country or are under control, because in name and otherwise, they are allies of the Warrior Country.
Allies, how could there be a superior-subordinate relationship?
Those dragons with lower intelligence generally live alongside soldiers in the army, while those even less intelligent, like animals that have acquired some spiritual awareness but not much intelligence, work in various livelihoods among the populace. The only difference between them and other domesticated animals is the protection they receive from the Dragon Clan; no one would trouble a giant dragon.
Dragons with true high intelligence, like Abel and Moer, who can communicate fluently with any intelligent being in the world, are the core of the Dragon Clan.
