The soldiers originally from Barnes Village found themselves in a bit of a "pickle."
Although the officials from Hope Village promised to let them become soldiers, they feared they wouldn't receive the same treatment as the original soldiers of Hope Village.
Yet, the thought of transitioning from soldiers to mercenaries worried them about adapting to the change.
Since becoming soldiers, apart from the few who were infantry and cavalry charging into battle, most focused primarily on city defense. Transitioning to mercenaries would take time.
So during their deliberations, they also waited.

It wasn't that Pavel thought too highly of themselves, he just believed that a territory's military strength couldn't exist without soldiers; if Hope Village wanted to develop, they needed soldiers.
