Now, all the companies were openly and secretly fighting for resources. The end of Umbrella was near, and Spencer had gone into hiding—he had simply vanished from everyone's sight.
Soon, 2004 arrived. Various media outlets rushed to report that the T-virus, produced by the Umbrella Corporation's underground research institute in Raccoon City, had previously leaked, causing a biochemical crisis.
A series of negative reports caused the company's share price to plummet. The U.S. government suspended Umbrella's business operations. Shortly after, the company declared bankruptcy. All clandestine research was halted, and the spread of the T-virus was stopped.
However, Eveline, the first bioweapon, was born—codenamed E-001.
With Umbrella's bankruptcy, the Azure Dragon Company acquired many of its assets at minimal cost, including companies from all over the world. The Azure Dragon Company had become a conglomerate that surpassed both Umbrella and Tricell.
As the company grew, many spies from rival forces infiltrated it. With the help of the system, Javier quickly identified the spies, but instead of taking immediate action, he decided to monitor them.
Javier also recruited several of Umbrella's mercenaries.
He incorporated them into the Azure Squad and purchased a small island abroad, where he trained them. Their mission was to protect the company.
The entire island was hermetically sealed, and its defenses were a hundred times stronger than those of Rockfort Island. The current army on the island numbered 3,000, and there were five elite squads: Azure Dragon, White Tiger, Red Bird, Black Turtle, and Wolves Squad.
With Excella's help, Javier turned Tricell's entire Africa branch into his own base of operations. But it remained "Tricell" in name only.
A month later, a new force was established—the FBC—formed by several government federations. This organization was an anti-biohazard alliance led by the United States and focused on national interests (the exact opposite of the BSAA).
Leader Morgan Lansdale was the founder and head of the FBC (Federal Bioterrorism Commission). He held absolute power within the FBC, and his personality was extremely arrogant and stubborn. No one within the FBC dared to oppose him.
He possessed high-level intelligence and charisma and was known for his strong will and leadership skills. Morgan was uncompromising when it came to handling bioterrorism anomalies.
He was also meticulous and concerned with even the smallest problems and potential threats, which is why he planned everything down to the finest detail. It was because of his cunning that Morgan earned the nickname "Silver Fox."
