Well, technically, lions and tigers were big cats but Chloe wasn't referring to those types of cats. She was likely talking about the domestic cats Kael knew of from his past life.

Kael mused to himself. He didn't know how that kind of law worked but he could guess that it wasn't really compatible with the law of Conquering.
'Wait, if Noel had broken the lineage agreement by hunting down the tigers, could the Cats have punished him? Did they even have the power to punish him at that time?
If so, did they have a hand in Noel's sacrifice being in vain? Wouldn't that just be very petty?'
