Chapter 212 - Chapter 212: The Bigger Picture  

Shinso and Dabi left the Shie Hassaikai, having successfully completed the mission Midoriya had given them. 

Now, they just needed to report back to the League of Villains. 

Meanwhile, in another part of the city, two other teams were also in action. 

One of them included Stain, the Hero Killer—who, after agreeing with Midoriya Izuku's ideals, had joined the League of Villains. 

He was currently working with Twice, who had the "Double" Quirk. 

"Copies are ready. Now we just wait for little Toga to send the signal." 

"Your Quirk must be hard to get used to... seeing another version of yourself standing right in front of you." 

"Yeah! That's exactly what I thought! So I just killed off all the extra versions of me!" 

Stain and Twice chatted casually. Right now, there were two "Hero Killers" present—Twice had used his "Double" Quirk to create an extra copy of his teammate. Since the copies didn't fear death, they could be sent on dangerous missions without hesitation. 

However, a duplicate made by "Double" would disappear if hit hard enough. This made Stain and Twice a perfect team, since Stain had excellent close-combat skills. 

Two groups were assigned to carry out a dangerous mission. One consisted of Stain and Twice, while the other included Toga Himiko and a magician. Kurogiri was also present to provide support. 

Their target: the Hero Public Safety Commission. 

The mission was to capture an important figure. Originally, the plan was for Kurogiri and the magician to quickly grab the target and escape. But Midoriya made some adjustments, increasing the difficulty of the operation. 

After all, this wasn't just any mission—it was the start of an all-out war. If they wanted to make a real impact, they couldn't afford to be subtle. They had to make sure all of Japan knew that the League of Villains was launching a direct attack. 

Disguised as a government worker, Toga gathered intel from the inside. Once she had a good grasp of the security layout and the presence of Amajiki, she passed the information to the others outside. 

The Hero Public Safety Commission was a key government agency overseeing Pro Heroes in Japan. It handled hero licenses, revoked temporary permits, and managed mission assignments. 

On the surface, it seemed like just another bureaucratic office, but since it controlled the Pro Heroes, it was a crucial institution. 

The security guards at the entrance were clearly bored. It wasn't like troublemakers ever came knocking, and with Pro Heroes constantly going in and out, most problems solved themselves before security even needed to step in. 

After all, this was a government office full of heroes. If an enemy dared to show up, they'd probably be taken down before they even had the chance to act. 

Meanwhile, the magician and Kurogiri had also succeeded. Their quick-strike kidnapping strategy was practically unstoppable. Normally, locating the target would have been a challenge, but thanks to Toga gathering intel from the inside, everything went off without a hitch.

"This is so boring. Why do we have to stand guard out here?" 

"Because our actual job isn't really security... we're just here to give directions to new Pro Heroes." 

The two guards complained to each other. Their official title was "security personnel," but in reality, they were more like information desk workers, constantly pointing heroes in the right direction. 

Just as they were about to yawn, they noticed someone approaching the entrance. His appearance was intimidating, but given how many heroes had unusual looks, they didn't think much of it. 

It was a copy of "Hero Killer" Stain. He glanced at the two guards, originally planning to knock them out right away. But to his surprise, they completely ignored him. 

"If you're here for a hero license, you need to take the exam first. You can ask about the details at the front desk." 

"If you're looking for mission requests, head to the main hall. There's an electronic board listing available assignments." 

The security guards gave directions without even looking up at Stain, treating him like any other visitor. 

Amused by the situation, Stain didn't bother engaging with them. He simply walked past and entered the building. 

A few minutes later... 

Still standing at their post, the guards suddenly perked up. 

"Hey... do you hear a lot of noise coming from inside?" 

"You hear it too? I thought I was just imagining things from standing here too long!" 

They exchanged puzzled looks. The loud commotion seemed to be coming from inside the commission building. Just as they were about to turn and check, a crowd of Pro Heroes came stumbling out, tripping over themselves in panic. 

"E-enemy attack!" 

"It's the Hero Killer—Stain!" 

"RUN!" 

The Pro Heroes fled in terror, screaming as they ran. 

The two guards stood frozen in shock. Wait… that guy who just walked in… was actually *the* Hero Killer?! 

Inside the commission building, the Stain copy clicked his tongue in irritation. Midoriya had worried the mission would be too risky and had Twice create a clone of Stain for the attack. But as it turned out, the Pro Heroes couldn't even handle a copy of him. 

Several heroes were already on the ground, paralyzed by Stain's "Bloodcurdle" Quirk. The rest had run away in fear. From an objective standpoint, it was a complete success. But Stain found it utterly disappointing… so much for trusting heroes. 

Receiving a call from Officer Tsukauchi with urgent news, All Might felt an instant headache coming on. They were still in the middle of discussing how to deal with Midoriya Izuku's dangerous weapon—how to counter it, how to prepare for it—when suddenly, the League of Villains pulled another stunt. 

The Hero Public Safety Commission had been directly infiltrated by Stain, the "Hero Killer," and its president had been kidnapped by the League of Villains. 

All Might could barely wrap his head around the situation. What was Midoriya planning? First, he created a weapon capable of attacking an entire city, and now he had the president of the Hero Commission in his hands? 

None of it made sense to him. The only thing he could do was relay the information to Nighteye, hoping he could analyze and predict Midoriya's next move. 

After carefully analyzing the situation, Nighteye adjusted his glasses, deep in thought. A large-scale weapon… the Hero Commission… could it be? 

A terrible realization struck him. He suddenly stood up and shared his fears with everyone in the room. 

"Midoriya Izuku… he's trying to wipe out professional heroes from society!"
