In Great Qin's history, there had been several instances of prime ministers monopolizing power. The previous and current emperors dealt with this issue with markedly different approaches. One used swift, decisive measures, while the other employed subtle means, dividing the prime minister's authority into thirds, assigning them to the chiefs of the Department of State Affairs, the Secretariat, and the Department of Censors.
The Prime Minister at the Department of Censors was primarily responsible for reviewing propositions, and therefore held relatively little power.
Meanwhile, Zhou Fengyue, the Chief of the Secretariat, held the central administrative position, making him the most prominent figure at court.
