If Haotian City is the central hub of Bingzhou's Haotian Alliance, then Harmony Light Hall is the core of that hub, as it's where the Elder Council resides.
Usually, whenever something significant occurs in Bingzhou, the Elder Council convenes for a meeting to discuss and handle it. The number of elders in the council isn't fixed, sometimes more, sometimes fewer, because some hold the title but aren't often present in Haotian City.
