But… it was too good. There had to be a catch.

Another realization hit her like a tidal wave. The Daimyo had spent the entire summit pushing Naruto into a corner, demanding impossible reparations. And yet, with a single masterstroke, he had forced them into a position where they now had to argue among themselves. The Fire Daimyo was the only holdout, and his peers were turning on him.

As she saw Lord Jeramy whispering feverish after each daimyo talked to fire lord. She realised and she opened her mouth to voice, to say something No to stall the decision.

But before she could, the Fire Daimyo slammed his hand onto the table and, with barely concealed anger, growled:

"Deal."

Now:

Sukino could scarcely believe what she was hearing.

These fools. They had no idea who Naruto Uzumaki truly was.

She had seen him back in his initial days, when he was still a politically weak boy, playing his games with people far stronger than him, dancing circles around men who could have erased his influence with a single stroke of a pen. He had let them believe they were the ones in control, until the moment they realized, far too late, that every step they took was one he had allowed them to take. By then, they had already lost.

The last time the Fire Daimyo had stood across from Uzumaki Naruto, he had been in a position of absolute power. The Lord had dictated terms back then; when power was absolute, there was no room for politics.

But now… now things had changed.

Naruto Uzumaki had learned. He had adapted.

The child who once played at the edges of the game had become a master of the board, for he has learned that while playing in the edge was great it can never compensate for absolute power. Now, he sat at the table not as a mere contender, but as a force equal or perhaps greater than most in this room. And yet, here he was, offering up a deal so benevolent it made even her suspicious.

And then there was his request- the Uchiha.

It was almost laughable. The Uchiha Clan, which had already suffered significant losses since Naruto's departure from Konoha, had been reduced to near irrelevance. Their businesses, once formidable by Naruto's own design, had crumbled under Danzo's assault, carried out under the umbrella of the Fire Lord to punish Naruto's old supporters. He had taken his pound of flesh on them the moment Naruto was gone, sending their shinobi on suicidal missions. This he achieved most during the Kumo-Konoha skirmish.

While it was true that the Uchiha came out as heroes due to the actions of Fugaku and Shisui in stopping the Raikage when Lord Third attacked the Eight-Tails, the truth was that under Danzo and Hiruzen, they lost many men, which in turn eroded what little political and economic standing they had left by then. The Uchiha now were worse off than before Lord Uzumaki had lent them a hand all those years ago.

And now, after all these years, he wanted them back?

Most people would assume it was because of compassion, because of old friendships. A sentimental move, they might claim. A fool some might call.

Sukino knew better she would bet the entire Nara fortune that it wasn't the only reason at least.

If Naruto was asking for the Uchiha, then there was a reason. A reason far more dangerous than what was visible on the surface.

A possibility ran through her mind, was he playing the long game? Did he intend to raise the Uchiha back into the monstrous clan they had once been? If so, that would take time… time he wouldn't have, because he would be gone. His own exile ensured he could not interfere, could not advise, could not protect. That meant the Uchiha, even under Uzushio's banner, would be done.

Konoha would never allow them to rise again, not even if they were inside Uzushio's borders.

No, there was something she was missing.

There was something he knew that she did not.

A reason why he was certain that both the Uchiha and Uzushio would endure, even in his absence.

But how?

Unlike the Daimyo, bound by oath, there were no chains around people like Nobinaga.

That monster, that fossil, was still out there. He would raise another force, another army, this time with no lord Uzumaki to push him back. And she knew, she knew that if Nobinaga was anything like she remembered him to be, he would already be pushing himself, already working to regain the strength he had lost.

If it had been anyone else, she would have been certain that this was suicide move. Even with Uzushio's full defenses restored, without Naruto Uzumaki at its helm, it would only be a matter of time before another storm broke against its shores.

But Naruto Uzumaki was not just anyone.

He was dangerous.

And it wasn't just her who saw it.

She could see it in Mabui's face, though the woman's expression was carefully schooled as she stood behind the Lightning Daimyo as his second advisor and representative of the Raikage. She knew that expressionless face too well. Unlike Sukino, she did not have the same depth of experience dealing with Naruto Uzumaki firsthand, but by extension of her village, she understood all too well what happened when the Emperor of Uzushio set his displeasured sights upon you in an unfavourable light.

Oh, Kumo might have been brought to its knees by Konoha's might, but the real instigator? The one who had orchestrated the chaos, who had played the board in such a way that it left Kumo staggering? That had been the Emperor's doing.

And now, the Fire Daimyo was sacrificing the Uchiha? Though Mabui

Perhaps he had his own contingencies when it comes to the Uchihas.

But Mabui could feel it in her bones that the Fire Daimyo would come to regret this.

Uzumaki Naruto, now widely regarded as the most dangerous mind in the Elemental Nations, feared even by the Nara themselves, surly would have foreseen anything he could come up with.

She was sure, her village would be ecstatic when they heard that the plague that was Uzumaki Naruto would be removed from the game for four years.

Powerless.

Bound.

But hibernating waiting for his time.

And yet, she could not shake the feeling that this was either the most masterful stroke of strategy seen in generations… or the worst mistake any leader had ever made, making the wrong move with someone on the cusp of becoming the strongest power in the Elemental Nations, only to step away and lead to ruin.

The rest of the evening passed in a blur.

The moment the Fire Daimyo uttered the word deal, the negotiations entered their final stage.

Details were fine-tuned by the advisors, final agreements put into writing, and that was when Sukino realized, Mei Terumi had become a force of her own.

Under Naruto's tutelage, she had become a formidable negotiator. She might not have been at his level, but she knew how to speak, how to press, how to hold her ground. This was very evident in some of her subtle ques which was very similar to Naruto's own.

Where others would falter, she stood firm.

Where others would concede, she negotiated harder.

And she was adamant, unyielding on the terms her lord had ordered to be included.

By the time the ink had dried, the oaths had been decided, and the ceremony was set for the next morning. Only to be sent to all the daimyos for assent.

And as the advisors whispered among themselves, as the Daimyo sat with expressions ranging from satisfaction to unease, Sukino stared across the room at Lord Naruto Uzumaki.

He sat with the same quiet smile.

Hands clasped.

Eyes watchful.

Like a hunter who had laid a trap so perfectly that even those who saw it coming could do nothing to stop it.

The next day

he knelt before the Shrine of the Shinigami.

He cut his palm with a dagger.

he swore his oath in blood.

The Daimyos signed the agreement.

And, he signed at last for formalities sake essential walking away from the empire he had built.

But Sukino felt it.

This was not surrender.

This was just another move.

Because for Naruto Uzumaki…

The game never ends. Only continues.

As the oaths were signed, many things changed in the Elemental Nations. By acknowledging the Uzumaki Empire, it officially became the sixth great nation, assuming that Kirigakure could still retain its position after a new Daimyo and Mizukage were instated. All the so-called missing-nin and migrants, with a few exceptions, were now legally recognized as members of Uzushiogakure or its principalities, absolving them of the crime of defection. Every member of the former Mist contingent was pardoned, and while the Water Daimyo had yet to agree due to the position being vacant but rest of the Daimyo had assured in writing that this would pass. This also included the Kamizuru Clan and several other clans that had joined Uzushio.

By noon that same day, Naruto departed for Konoha, after which he would return to Uzushio one final time before his years of exile began.

Meanwhile, Sukino was making her own way to Konoha at full speed, covering a day's journey in just five hours, an impressive feat given her age. Even before she reached Konoha, she had sent a Jōnin from an outpost ahead to inform the Hokage to convene an emergency Elder Council meeting. While she allowed herself a short rest, her speed had slowed slightly due to exhaustion. The Jōnin, still fresh, reached Konoha in just half an hour, delivering the urgent message to Hiruzen, while Sukino herself arrived an hour later.

As she reached Konoha by the expression in her face the guards didn't dare ask a question. She directly proceeded to the council chamber. Sukino barely paused to catch her breath as she stepped into the room, her composure carefully schooled despite the fact that she had crossed an entire length at breakneck speed. She was no fool, time was precious, and every second lost was a second more for Uzumaki Naruto arival.

Hiruzen Sarutobi sat at the head of the long table. To his right sat Danzo Shimura with his single eye scrutinizing her. Across from him, Koharu and Homura sat with folded hands. At the far end, Alaruya, looked expectant but annoyed at being summoned on such short notice.

"I expected you to arrive with Minato's son tomorrow morning," Sarutobi said, his tone deceptively mild.

Sukino let the words settle for a moment before speaking. "Plans have to be changed, Hiruzen." Her voice was clipped, her exhaustion buried beneath years of control. "Our strategy against Lord Uzumaki must be altered immediately."

Danzo frowned, leaning slightly forward. "Why? The plan you devised is foolproof. You and your brother accounted for every variable. How could it have failed before even using it?"

Sukino exhaled slowly, knowing what was coming next would not be taken well. "Danzo," she said, carefully measuring her words, "our strategy was sound, our calculations flawless. If the situation was same I am 99.99% sure that Lord Uzumaki will fall for it… but we miscalculated the board itself. The game has changed."

Koharu's brows furrowed. "Enough riddles, girl. Speak plainly."

She did.

Sukino laid out everything, every single detail of the Daimyo Summit. The negotiations, the agreements, the concessions. She watched as the room reacted in real time, Homura's lips pressed into a thin line of displeasure, Koharu's expression twisted with frustration at the mention of the Uchiha being given to Uzushio. But both were happy of Naruto's abdication more.

Danzo, however, remained unnervingly still. His face was a mask, but Sukino knew him well enough to see the barely contained fury beneath the surface. He would be internally frothing. His fingers twitched against the wood of the table, the only outward sign of his anger.

Alaruya, meanwhile, was seething. "So… Uzushio is now officially the sixth Great Nation?" His voice was tight with anger. "And Naruto Uzumaki will soon be recognized as its first emperor?"

"Formally, yes," Sukino confirmed. "Though he has agreed to abdicate soon after."

Silence.

And then, she saw. The most unexpectedly, Sarutobi paled.

Sukino hadn't expected that. She had thought the old man would be irritated, perhaps even quietly furious, but not this. Not fear.

Sarutobi's hands tightened over the table's edge. "Are you certain?" His voice was low, sharp. "Are you absolutely certain the Uchiha have been given royal leave to depart the Land of Fire? With no conditions?"

Sukino hesitated, then nodded. "Yes," she said carefully. "Lord Uzumaki was insistent on contigency, but the Fire Daimyo agreed under one condition: that all Uchiha-held lands in Fire Country be forfeited to the Fire Capital." She paused, watching as something dark flickered behind Sarutobi's eyes. "Only then did he sign the decree."

It was like a crack of thunder.

Sarutobi's fist came down on the table with such force that the thick wood splintered beneath his hand. The room jolted at the sudden violence of the act. Even Danzo, for all his composure, shifted slightly at the display.

"Why didn't you stop it?" The Third Hokage's voice was a razor's edge.

Sukino kept her voice even. "I tried," she said flatly, "but the Fire Daimyo signed the decree in front of all the lords. If I had spoken out against it then and there, it would have been seen as me publicly defying him."

Sarutobi exhaled sharply, pinching the bridge of his nose. His mind was already running a mile a minute, she could see it.

"Do any of you truly understand what this means?" His voice was quieter now, but no less deadly. His eyes swept across the room, landing on each of them in turn before settling on Danzo. "You remember the lease we negotiated with Iruma Uchiha, yes? The one that placed the Uchiha's lands in heart of village including their old dwelling post Kyubi incident under Konoha's control for the next one hundred and eighty years?"

The room stilled.

The rest of the elders nodded, including Sukino. Everyone knew this was one of the most one-sided deals a clan had ever signed, though it was not entirely one-sided, as they had made Fugaku the lord, bypassing the young Shisui. But in essence, it was almost a donation of the most costly and valuable land in the center of Konoha. This was the cost of the favour they did to Iruma Uchiha.

The Uchiha lands had long been one of Konoha's key economic centres, second only to the Senju's holdings. Any merchant or noble who wished to conduct business in Konoha had to go through either of the Founding Clans, paying leases and fees that lined the pockets of Konoha's leadership. Even the Hokage himself could not seize that land outright due to the bylaws, it could only be leased voluntarily by the either clan. Even the clan head cannot sell. That why we leased and not bought it out right.

And that, of course, had never been an option.

Until now.

Sukino felt a rare chill crawl up her spine as realization sank in.

The Fire Daimyo had known.

Despite all the complaints he had received over the years about the Uchiha, he had never intervened, never supported their cause, because he had wanted them gone. Extinct. 

And now, Naruto Uzumaki had handed him the perfect opportunity.

"But now, with the Uchiha selling their land to the Daimyo, the Fire Lord would have his claws embedded in Konoha's very heart. Unlike the Uchiha Clan Head, the Daimyo by virtue of his status as the ruler of the land would now officially own this territory. He could cancel leases at will by paying compensation, meaning he would have a constant hand over the Hokage's throat."

"There was a reason why the Fire Daimyo had never intervened on the Uchiha's behalf despite all their complaints, he had always intended for their clan to go extinct, just as the Senju had."

Sarutobi exhaled, his face grim. "I feared this day. That's why, no matter what, I always intended to ensure that at least one Uchiha remained in Konoha."

"If Tsunade had passed without an heir, I would have pushed for Yamato, who had Senju blood, to inherit and preserve the Senju name. Though Yamato could never have a biological Senju heir, another descendant with distant Senju blood could have taken up the mantle."

"But now, for the first time, a founding clan was on the verge of extinction or worse, leaving the village entirely."

"I never envisioned this scenario," Sarutobi admitted. "Since it requires both my signature and that of both the founding clan heads, I never thought it would happen. But now, the moment the Uchiha depart, the founding charters will activate activating many clause and making itself null and void. We will be forced to rewrite them, and when that happens, the Daimyo will claim even greater authority over Konoha.

"For all our boasting, we are not Senju Hashirama or Madara Uchiha. We cannot force the Fire Court into submission as they once did."

Then how is it that without your sign Uchiha can leave? Asked Alaruya.

The Daimyo, by signing this as an inter-daimyo treaty between nations, had effectively given his sign that I had full faith in his leadership. For all our politics, to the outside world, I am merely an extension of the Daimyo's will. So, him signing in front of the world due to the extreme demands of the other Daimyo has my assent implicitly implied that's how the system works. The level of implicit approval was massive.

And now, the only ones who could stop it were the Senju head or the Uchiha themselves.

But Sarutobi was certain they would be more than willing to sign. And Tsunade, the less said about her, the better. There was only one person who could have shown the Uzumaki lord the Founding Charter.

His voice was grim.

This is why, when Tsunade by extension, the Senju Clan left due to the Treaty of Siajin, I ensured that the Senju lands remained under Konoha's control. She agreed to a treaty that prevented her from personally deciding who could lease that land, forcing Konoha to pay her an annual sum like a standard lease agreement to the Senju coffers even to this day. It was a significant sum but bare minimum she could ask legally, but it ensured that Konoha still profited by leasing those lands to merchants and noble families for higher fees."

He shook his head. "But this? This changes everything."

For the first time, even Danzo looked uneasy.

The silence was deafening.

Even Sukino, who had spent years navigating court politics, felt an uneasy weight settle in her chest. She had not realized the full depth of what this meant. It wasn't because she was caught off guard, but simply because she didn't know the contents and clauses of the Founding Charter nor the terms of the land agreements.

The gravity of the revelation hung in the air like an executioner's blade. No one spoke for a long moment. Even Danzo, ever the composed, had gone silent as he processed the implications. Koharu's lips were pressed into a thin line, and Homura's fingers tapped absently against the polished wood of the table.

Finally, it was Koharu who broke the silence.

"What do we do?"

It was a simple question. One that should have had an easy answer. But it didn't.

Danzo was the first to recover. "We eliminate them."

Sukino's eyes narrowed slightly, even as she anticipated his words.

"We have Itachi exterminate the Uchiha before morning." Danzo leaned forward, his hands clasped together as he spoke. "If Mikoto Uchiha is removed from the equation, then by default, Itachi will inherit as Clan Head. Konoha can declare him a rogue or exile him if necessary not until trial which we can delay till he rescind the agreement and the Fire Daimyo will be unable to transfer any official authority or let the Uchihas leave Konoha. The Uchiha assets will remain within Konoha, under our control." His voice was razor-sharp. "It is the only way."

"Don't be daft, Danzo." Sukino's voice was clipped, laced with irritation. "The Fire Daimyo has already given his word of safe passage to Uzushio for the Uchiha in front of other daimyo. If even a single one of them dies before morning, he will be honor-bound to give reparations. And considering the high nobility of the Uchiha bloodline, those reparations would be crippling enough to bleed the Land of Fire's treasury dry. And that's assuming Uzumaki Naruto hasn't already accounted for this and made sure the Uchiha are heavily guarded tonight."

Danzo's fingers twitched against the table, but his face betrayed nothing.

Koharu's expression soured further. "They're hosting a banquet tonight, aren't they?"

"They are," Alaruya confirmed. "For all the major clan heads in Konoha." he exhaled. "Uzumaki ensured every last clan leader would be there, under the same roof. It's a brilliant move. We can't touch the Uchiha, not tonight."

"And by tomorrow…" Homura muttered, rubbing his temple.

"…Uzumaki will be here."

The council fell silent again.

It was Alaruya, who finally spoke again. His voice was slow, measured. "If this is true… if Uzumaki ensured the Uchiha's passage, then tell me why haven't we heard about it from Itachi?" His gaze sharpened. "Why hasn't he warned us? We intercept every letter, monitor every form of communication. This should not have caught us off guard."

Sukino scoffed. "This is Naruto Uzumaki we are speaking about." She shook her head. "You honestly believe he wouldn't have accounted for our surveillance? You think he doesn't know that Itachi reports to us?" She exhaled sharply. "If there's one thing you should have learned by now, it's that Naruto doesn't play the same game as you people. We have been planning moves on a chessboard, and he has been playing something else entirely."

Then, a voice broke through the tense silence.

"Hypothetically speaking," Homura began, his voice slow and deliberate, "if we had proceeded with Danzo's previous plan if we had orchestrated the massacre of the Uchihas, all those years ago, before Uzumaki got involved. How would you have ensured that their bloodline survived?" His sharp gaze settled on Hiruzen. "Surely, you weren't relying solely on Itachi to carry their titlle? You knew we would have declared him a rogue, just as he requested. And even if his younger brother survived like Itachi asked, you were going to put the fate of the entire clan in the hands of a single boy?" His voice turned skeptical. "What if he had died on a mission? Or from disease? You wouldn't risk the extinction of the Uchiha titles. So tell me, Hiruzen… what was your contingency?"

The Third Hokage sighed, rubbing his forehead, as if the weight of his age had suddenly doubled. When he finally spoke, his words were slow and measured.

"I would not have needed Sasuke alive or any Uchiha alive."

Silence.

Danzo's one visible eye narrowed. "Explain."

Hiruzen looked at him evenly. "There are others. Uchiha who live under my patronage. Scattered throughout the Land of Fire. 

Danzo jumped in. "You're saying you've had Uchiha under you this whole time? We could have used them long ago! Uchiha without their seals?"

Hiruzen's eyes sharpened. "Danzo, be mindful of your words. They have no Sharingan, they were marked with seals to ensure they or their descendent would never awaken it or their bloodline traits." His voice grew heavier. "They are those who tried to kill their own kin in pursuit of the Mangekyō. They were punished to live without their dojutsu. And they once resided in a prison manned by the Uchiha themselves."

Danzo's hands tightened against the table.

The implications settled like a lead weight in the room.

Sukino's stomach turned. How long had Hiruzen kept this hidden?

"When I took power, fearing a day like this, I ensured that an 'accident' happened to the secret facility," Hiruzen continued. "I removed the surviving inmates from that prison and took them under my protection. They have no Sharingan or traits, but their blood is of Uchiha. If the Uchiha were ever to go extinct, I would have installed them as placeholders until an heir could be cultivated from another branch. Unlike the Senju, whose blood has spread throughout many clans, the Uchiha have always kept themselves separate."

Danzo's tone was edged with something dark and accusing. "Are you telling me," he said deliberately, "that you've had Uchiha under your control all this time? And yet, you never thought to use them or eliminate the rest of their clan when we had the chance? I must admit, you were leagues ahead of us in scheming. Who knows what other plots you've been keeping up your sleeve?"

Hiruzen's gaze sharpened. "I warn you again Dazo, be mindful of your words," he warned. "These Uchiha cannot use their eyes in first place. They cannot pass on the ability to future generations. They are only placeholders, a symbols. I didn't want to lose the Sharingan.

Homura exhaled sharply. "Unlike the Senju, who diluted their blood by marrying into nobility, the Uchiha were always careful to keep theirs pure." His lips curled in thought. "Even so, despite the Senju spreading their lineage, none of their descendants possess their abilities. Perhaps because Sensei was always paranoid about his bloodline. He must have foreseen this outcome." His voice grew more contemplative. "We've long suspected he ensured all Senju women carried a seal that stripped their children of Senju traits if they married outside the clan. A safeguard, most likely. These old clans and their secrets…"

Koharu's expression darkened. "And for good reason," she muttered.

For a long moment, no one spoke.

Alaruya frowned. "But what forced the Daimyo to act so quickly?"

For the most part, Sukino had remained silent, only speaking when reprimanding them for their idiocy. But now, she finally interjected, her tone crisp and deliberate.

"Uzumaki," she said simply. "He used the invasion—his execution of the Water Daimyo—to create panic among the other Daimyo. The Land of Water had no hidden village, no Kage to shield its ruler. Their Daimyo was slaughtered in his own palace. If it could happen once, why not again? The Fire Daimyo saw it for what it was—a precedent. One that could be repeated."

She leaned back, her sharp gaze sweeping across the room. "So, he acted. He wants greater control over Konoha, to ensure that no such fate ever befalls him. And Naruto… Naruto orchestrated a rift between you and the Fire Court that will last for the foreseeable future." A wry smirk ghosted her lips. "Ingenious as always."

Then, Danzo finally leaned back in his chair, his expression grim. "So, then. What do we do now?"

Hiruzen's gaze flickered toward the door, his expression unreadable.

"We prepare," Sarutobi said, his voice steady, yet carrying an edge of steel. "While it will be difficult, it is not impossible. It's time to remind the Daimyo that I may not be the First Hokage, but there are few who could stop me today."

Because tomorrow, Naruto Uzumaki would arrive in Konoha.
