According to the author, just the lands near human civilizations: The Five Great Continents (North America, South America, Asia, Europe and Africa) have about 30-40 Emperor level lifeforms (The author states more likely to be around 40) and we should assume there are 3-4 times or more Emperors in the Sea. There are nearly 160 to 200 Emperor in the world However, the difference in strength and capabilities between Emperors is huge.
