The bearded Five Elder spoke quietly.
The Baroque Works had been buying large amounts of dancing powder, which worsened the drought in Alabasta.
For the World Government, it wasn't much of a secret that they were investigating this.
"As a pirate, trying to steal a kingdom's power is a serious crime," the blonde Five Elder said grimly.
"Also, a CP9 agent seems to have died in the rain because his identity was exposed. Should we send the Marines to deal with this?"
Each of the Seven Warlords of the Sea had various privileges, but stealing a kingdom was definitely an unforgivable act.
The World Government uses the Seven Warlords to help maintain stability, not to cause chaos within their own territories.
"The sea has just stabilized because of the big news about Blood Emperor Vladimir," the bearded Elder added.
"If the scandal involving the Seven Warlords of the Sea is exposed now, it will cause the entire world to fall into chaos again," one of the Five Elders said.
"Not to mention, the Sand Crocodile, who once dared to challenge Whitebeard, only has one arm left. How many Marines would it take to capture him?"
"Alabasta is his home turf," another Elder added, shaking his head slightly and speaking solemnly.
"He's just a leftover from Whitebeard's defeated crew," another Elder chimed in. "Whitebeard, who always let that rookie pirate Vladimir have his way, probably didn't have the strength he had at his peak when he defeated Crocodile!"
"Whitebeard is old!" the bald Five Elder said. "Crocodile isn't something to worry about!"
But as the latest intelligence report came in, the Five Elders were all stunned.
The report revealed that one day earlier, Whitebeard hadn't even lifted a finger. It was his captains who had easily wiped out three powerful pirate crews that had dared to challenge the Whitebeard Pirates.
The infamous pirate "Undead" Jason, with a bounty of 530 million, the great swordsman Phantom Sword Long, with a bounty of 480 million, and the legendary pirate from the past era, One-Eyed Barbarossa, who had a bounty of 680 million—all had been killed by Marco and the others!
At the same time, Kaido of the Beasts, one of the Four Emperors and the strongest creature on land, sea, and air, had taken advantage of the chaos and invaded Whitebeard's territory, hoping to challenge him.
However, Whitebeard, enraged and suffocating, broke a dragon horn on his head, shattering several bones. After coughing up blood, he fled from Whitebeard Pirates' waters in shame.

The so-called "horrible" legend about Kaido being captured and executed dozens of times by the Marines is just a drunken tale. He was caught by weak Marine forces at small bases, and he allowed them to attack him for fun.
Kaido has never been reckless. In fact, the incident where he supposedly committed suicide by jumping off Sky Island happened to coincide with the Supernova Alliance trying to resist him.
