This had nothing to do with faith as these guys were just born and weren't yet Haru's 'believers'. They were different from the Legion of Light whose sole existence was based on faith. T/N - An explanation for why Haru's other troops had maxed out loyalty at birth before he got the Scepter of Sovereignty:
First, let's talk about Angels. No explanation needed. Angels are always born with max loyalty for their Lord.
Second, the Elves. Because Haru's Elven Mother Tree isn't a barracks provided by the GM but a native Elven Mother Tree with a Dryad spirit who has submitted to Haru (Sylvana), all of her children, i.e. Elves born from Haru's Elven Mother Tree, will have maxed out loyalty to Haru.
Third, the Legion of Light. They are troops who devote themselves to their God of Faith, traditionally associated with the Goddess of Light, but because this Holy Monastery was provided by the GM, their allegiance has changed from the Goddess of Light to Haru. Thus the maxed out loyalty.
Hope this clears any doubt and please comment if I should add my insights like this at the places where I feel like the author hadn't been clear about some stuff to fill any gaps.
