In the small offices of the Zhenbei Group headquarters' Surveillance Department, there is a two-meter square blackboard used for writing down issues or sorting through leads, and so, those rooms are referred to behind closed doors as the "Blackboard House."
It's said that the bigwigs invited to the "Blackboard House" never come out with a good expression on their faces. It's either because they themselves are under close scrutiny by the Surveillance Department and need to explain everything within a deadline, or because someone important in their department is being watched by the Surveillance Department. In the latter case, if it reaches the point where leadership has to be notified, it almost certainly means there's no escape. To alarm those bigwigs into assisting means that the people being investigated are crucial right arms or capable aides, and severing such ties is already a heavy blow to any department's reputation and morale.
