A top-secret document was placed on Ding Zhou's desk, not for his signature, but for his collaboration. This document was called the "Lei Shen Project."
Ding Zhou opened the file, glanced at it, and then with a complex expression, wrote "Read" as a receipt note.
The so-called "Lei Shen Project" was to ensure someone's promotion to the Ninth Power Level with full force. It was co-signed by the top three members of the Elders' Council, and required the mobilization of all resources and abilities of the Confederation, ensuring the promotion was foolproof.
The reason it was copied to Ding Zhou was because he was now responsible for the entire intelligence department. The Elders' Council required Ding Zhou to maintain confidentiality and provide strong support on intelligence, preventing the other three Star Nations from knowing the inside story and coming to disrupt.
