Sebastian walked through the twisting refuge's street. Fear and confusion were everywhere. People were running around in panic, their faces showing terror. Sebastian had started the fires, but the chaos that followed was caused by people's reactions.
These fires had created a lot of disorder.
The smoke was still there, making it hard to see and breathe. Cryomancers were not rare. Maybe the Shadow Vipers failed to find ones in time, but among the citizens, there were many of them, and they got to work as soon as the Shadow Vipers found out the fire was of human origin.
However, snippets of conversation about who did all of this reached his ears as he passed by groups, discussing the event.
"Did you hear? They say a lot of the Shadow Vipers' buildings were hit."
"Aye, and many of their members didn't make it out," another said. Sebastian saw amusement in some of the people's faces; these were clearly part of other gangs, but some others were relieved.
