As his daughter, who has the blood of the Ōtsutsuki clan, Izanami's soul is far stronger than a normal human. So even if she passed away, her soul would be able to resist the pull of the pure land and reincarnate like Indra and Ashura.

"Really, those are your first words after seeing me? Sheesh, and here they call me the hateful one. Shouldn't you cry or show a shocked reaction after seeing me?" Izanami said with an exaggerated tone.
" I'm surprised, all right, but now stop trying to change the subject and answer the damn question, Izanami," Hagoromo said with an expressionless face.
"Tsk, you are no fun. Well, if you are so curious, then I will reluctantly tell you, unlike a certain someone who faked his death to go around the world scamming his two sons into fighting for an eternity, I actually got a job that saves the world. " Izanami said as she rolled her eyes at her annoying father.
Even though everyone in the world treats Hagoromo as a god, only she knew that her father was not much better than Hiruzen.
This guy faked his death and hid in the Pure Land and tried to use his Rinnegan to take control over the Pure Land. Unfortunately, he underestimated his own strength, and her deep connection to the Pure Land had to face a big backlash.
This forced him to go into a deep sleep for many centuries in order to heal his wounds. Though he did manage to secure a part of the Pure Land for himself, where he would let all the other souls who had passed his test rest there.
Then he would use his Rinnegan to brand their souls as his slaves and make them join his army. This army would then be used to contend against the Ōtsutsuki.
Yes, Hagoromo's method of dealing with the upcoming Ōtsutsuki clan attack is to use the bravest and strongest warriors of each era. Unlike his mother, who wanted to use a short-term solution, turning all living beings into white zetsu, Hagoromo took a rather longer route.
But unlike Kaguya, who would run out of soldiers very soon, his method allowed him to collect an endless supply of elites who would obey his every command. And just to make sure his army are all elites, he let his two sons reincarnate over and over again.
This way, when their reincarnation dies, he could use them as part of his army. After all, there is no way those who are either Indra's or Ahura's reincarnation could be weak. Although they couldn't be as strong as Hashirama or Madara, they were still the strongest fighters in their respective eras.
As time went on, Hagoromo's army grew larger and far stronger as each strong man in every era became his puppet. Izanami, who naturally saw this, did not try to stop him.

" What do you mean by that, Izanami? " Hagoromo asked with a tone filled with anger. Izanami's words implied that for all these years, he had done nothing when his two sons were fighting each other with their families.
"What? Did I hit a nerve there? " Izanami asked with a provocative tone. If her dad really wanted a fight, then it's a fight he shall have. She doesn't have any problem beating an old man like him.
"YOU," Hagoromo's Rinnegan glowed as he was successfully provoked by his daughter's words. It seems he needs to show his daughter what it means to respect your elders.
" SUSANOO "
The two of them shouted at once and rushed forward. As the first person to awaken the Sharingan, Hagoromo had his own Susanoo that was way bigger than what even Indra could muster.
And as for Izanami, well, let's just say that she spent more than hundreds of years researching condensing her own susanoo. In her view there is no jutsu she couldn't do, the only reason she couldn't was because she didn't have enough practice yet.
And so, to make her own Susanoo, Izanami spent 20 years perfecting her chakra control, spent 10 years trying to harden the materialized chakra, spent another 50 years condensing the Susanoo, and spent another 30 years improving the Susanoo to match the height she desired.

While a world-clashing fight was happening in the Pure Land, in the real world, Nanami, the head of the Yokai unit, the secretary of Izanami, and the second in command of Japan after Izanami, was facing her own battle.
She was struggling but failing desperately to keep her worldviews from crashing. After all, the truth was too shocking for someone like her to even dream about.
