A commotion was heard outside the office of the Hokage.
"-move out the way!... -you dare?!..." Jumbled words were heard before the door was slammed open.
"YOU! Tell this woman to leave, I would like to have a word with you on behalf of the Hyuga clan." The Hyuga elder said.
"Haa. I knew I shouldn't have sent my mom home." Seishin said.
He then waved the woman away and pointed to the seat in front of his desk. "Please, have a seat."
"Hmph." The elder snorted and sat down.
"How can I help you today, esteemed elder of the Hyuga clan." Seishin said, as he crossed his fingers on the desk.
"I'm here to tell you that this ridiculous proposal of yours is unnecessary and we will not follow through with it!" The elder said.
"I don't see the problem, I haven't ordered you to stop using the seal. I said that we can work on an alternative seal that can better protect the Byakugan. The main family using the seal to harm members of the branch family is completely illegal. It may have been something that has protected the clan for centuries, but now it has devolved into a tool used by the main family to enslave the branch family." Seishin said.
"This isn't a discussion, I came here to tell you how the clan feels." The elder said.
"Very well, thank you for stopping by. You gave me much to think about. I will deliberate on the clan's stance on the situation and get back to you with my response. This is a big decision so it will take some time to figure out." Seishin said as he stood up and directed the elder out of his office.
"Hmph, I hope you make the right choice." The elder said as he left.

A few hours later, Hiashi burst into the elder's home and said, "Why did I just receive a summons for a village wide clan meeting?!"
"What?!" The elder said as he snatched the letter and looked it over. "That fool wants to turn this into a village issue?"
***
A few weeks later, a meeting attended by the leaders of all of the clans that live in Konohagakure took place.
All of the leaders of the clans were sitting on the main table, with their guards and elders standing or sitting behind them.
The Hokage was the last person to show up, alone.
He walked to the head of the table and sat down.
"Let this meeting start. The items on the agenda are, the sharing of knowledge between the clans and village. The official establishment of the new administration of the village and the appointments of the heads of each branch. And the final item would be how each clan runs itself." Seishin said.
Murmurs began around the room.
"For the first item, I propose that every clan shares their knowledge with the village. Of course, this knowledge won't be available for public use. Instead it will be used to better teach students in the academy. The academy will continue to grow in the future, and we have plans to make a multitude of courses available so that everyone can go and learn."
"Objection! Our knowledge is highly protected and contains highly sensitive information. You can't just ask us to give it to the village for free!" A member from the Hyuga clan said.
"I was getting to that, give me a moment. In exchange, the village will offer pieces of land surrounding the village at prime prices. Keep in mind, the village is expected to outgrow its size and expansions will happen in the near future." Seishin said.
More murmurs came from people in the room.
"We don't have to decide now, but keep in mind that I'm not expecting you to share all of your knowledge. In the files in front of you, you should see the details of what the village needs and what we're offering in exchange. Keep in mind, these are not permanent ownerships, you still have to pay tax on them. And we're not offering much land. Since a majority of the lands surrounding the village are owned by the country and Senju clan." Seishin said.
The sound of paper rustling was heard as people looked through the files in front of them.
"Item two. The village has reorganized the structure of leadership within the village. We will introduce the positions of Head of Intelligence, Head of Medical Corps, Head of Research, Head of Anbu, Civilian Representatives, Clan Representatives and Legal Advisors." Seishin said.
"If you would turn to page 24, you will see the details of each position of what they're in charge of." Seishin said as more rustling was heard.
"We already have a couple of positions locked in, but you all can suggest people for the available positions and we can vote on them. And you're not allowed to vote for yourself or members of your clan unless you genuinely believe they are the only ones fit for the role." Seishin said.
More sounds came from people talking in low voices around the room.
"The first position is the Head of Intelligence, I propose Innoichi Yamanaka, his proficiency with his clan's specialty jutsu is unmatched and his understanding of the human mind is second to none." Seishin said.
Innoichi looked up in surprise at his name being mentioned.
"Any objections?" Seishin asked.
"Are you sure I'm the best fit for his role? This seems more like a bureaucratic position than a job fit for a ninja." Innoichi said.
"You're the leader of an entire clan, a little extra paperwork shouldn't be too much trouble, should it?" Seishin said with a smile.
"Nobody raised any objections, so I assume there aren't any. Innoichi, I expect to see you tomorrow to officially take over your extra responsibilities." Seishin said.
"Next, Head of Medical Corps. I propose Tsunade Senju. She is literally the only person fit to take that position in the world right now." Seishin said.
"Uh, just one problem. She's not in the village right now." Someone said.
"I know, I have Jiraya out on a mission to get her back. In the meantime, the position will remain empty." Seishin said.
"Next, we have the Head of Research. Once again, I have chosen the only person in the world who is fit to fill this position. Orochimaru." Seishin said.
"WHAT?! Have you lost your mind? Do you have any idea what that man is capable of?!" A man from the Inuzuka clan said.
"It's because I know what he's capable of, that I chose him for this position. Orochimaru is a genius, and although he takes it too far sometimes, he gets results. So long as we provide him with criminals and prisoners for his experiments, then I don't see a problem in having him work here. Besides he can keep a constant eye on him this way, and he reap the rewards of his work. He does what he wants and if we have a problem or we want something to happen, we can bring it to him to find a solution." Seishin said.
"Any other objections?" Seishin asked.
"Orochimaru is a cunning and slippery man. Are you sure you can keep him under control? I know for a fact he has multiple contingency plans to escape from the village once he gets what he wants." Shikaku Nara said.
"I know, that's why I'm having my mother check up on him from time to time. She is extremely sensitive to wind and can sense even the smallest disturbances from it. Also, Orochimaru is terrified of her." Seishin said.
"If it's Haruki Hoshizora keeping him in line, then there's nothing to worry about." Shikaku Nara said.
"If I may speak." A young guard said.
"Go ahead." Seishin said.
"Apologies for my ignorance, but why is one of the legendary Sannin so scared of Haruki Hoshizora?" The young guard asked.
"Oh, you don't know. If my mother wanted to, she would be the one sitting in this seat right now. Hell, she would have been the fourth Hokage if she wanted the position, but she turned it down." Seishin said.
"Wow, she's that incredible?" The guard asked.
"Let me put it this way. She is the daughter of the Wind God, a man so adept at using Wind Style it was like he was the god of wind himself. That man stood toe to toe with the likes of Hiruzen Sarutobi and Kagami Uchiha. She herself is so strong, she created the endless ravine. A scar in the Earth's crust, so deep and so wide, nobody can see the ends of it. The Legendary Sannin themselves look up to her even though she's younger than them. Just that one feat alone made the entire world treat her with the same fear, awe and respect as the first Hokage. Some say, it is because of her that the third great ninja war ended. If she hadn't retired from active duty early, nobody in the world would dare mess with the leaf." Seishin said.
"Incredible." The guard said.
"Safe to say, with my mother keeping tabs on him. There is nowhere in the world he can hide." Seishin said.
"Now, for the position of Head of Anbu. Any ideas for who I should pick?" Seishin asked.
"What about Ibiki Morino? He has the experience in the Torture and Interrogation department to handle leading the Anbu." Someone said.
"No, he's too good as the head of the Torture and Interrogation department. We need someone intimately aware of how the Anbu works and has experience in that type of work." Seishin said.
"What about Kakashi Hatake? He's perfect for that job. He became a squad leader in the Anbu at a very young age. He has the experience and strength to lead the Anbu." Someone else said.
"No, I have plans for him. And he's still going through some stuff mentally. And so long as he has that Sharingan in his head, he will never reach his true potential." Seishin said.
"What about Fujin Hyuga? He's the perfect candidate. He worked in the Anbu, and his strength is sufficient enough that he became a guard for the previous Hokage." Hiashi Hyuga said.
"Hmm, he certainly has the skills. And his personality fits. Any one have any objections?" Seishin asked.
"..." No one said anything.
"Very well, Fujin Hyuga shall become the new Head of Anbu." Seishin said.
Seishin continued the meeting, getting the clans to select representatives to protect their interests in front of the Hokage and during meetings and village affairs.
"And, for the civilian representatives, elections will be held where the village will be divided up into districts and a representative will be selected for every district by the people living there to bring any problems the people have to me directly so that we can do something about them. Legal advisors are people overly familiar with the laws of the land of fire and Konoha that will advise the council on any decisions we make or want to make. In case anything is against the law or if anything can backfire and how. Minor meetings will be held every week excluding the clan and civilian representatives, and major meetings will be held every month including them. Any objections?" Seishin asked.
"..." No one said anything.
"Okay, great. Now finally, we will talk about clan matters. I hate to bring this up here. But I was left with no choice. The Hyuga clan refuses to accept my proposal to improve their caged bird seal. They want to stay with their old ways because they are scared of what might happen if they let the oppressed branch family free for the first time ever." Seishin said.
"Excuse me?! How dare you talk like that about us? We are the great and noble Hyuga clan! We are the greatest clan in Konoha, possessors of the mighty Byakugan!" The elder sitting behind Hiashi yelled at Seishin.
"Pfft." Seishin snorted, then put a hand in his mouth to stifle a laugh.
"What?" The elder asked.
"I'm sorry, I just can't believe you just said that with a straight face. For one, the Senju and Uchiha clans are the greatest clans of Konoha. If not for the poor management of the previous Hokage, both clans would still be standing strong. Second, since those two clans are mostly gone, it is the Hoshizora clan that takes the title as the strongest and mightiest clan in Konoha. I don't mean to brag, but my grandfather was just as strong as the Third Hokage, my Mother was stronger than the third and fourth. And I am strong enough to become the Hokage. Now, tell me, how many powerhouses have the Hyuga clan produced?" Seishin asked.
"Ugh, I- w- " The elder stammered.
"What? Cat got your tongue? Tell me!" Seishin screamed as he released some of his chakra.
Instantly a massive aura erupted within the room that made everyone freeze.
The elders legs gave out and he fell to the ground.
"That's what I thought." Seishin said.
'That man is terrifying.' Shikaku thought.
"The Hyuga clan will agree to my proposal and cooperate with my people to develop a seal that better protects their eyes. Then they will get rid of this idiotic main family and branch family system. Or I will free the branch family and have them overthrow the main family and send anyone who fights back into jail. Choose wisely, dismissed." Seishin said.
Everyone got up and walked out the door.
"Shikaku, stay behind." Seishin said.
"Yes sir," Shikaku said.
"My mother has got a lot on her plate right now. So I need a new assistant. Are you willing to take that position? I'm planning on introducing a Vice-Kage position. Basically, a second in command who will take over if the Hokage can't do their job for whatever reason." Seishin said.
"It would be my honor Hokage-sama." Shikaku said.
"Great, I need you to become familiar with all of the changes I made. Everything I know, you will know. Once you become familiar with your position, you will help me run this village. There's a lot to do. We need to develop quickly so we can send gifts to the Daimyo to appease him. We're making money on our own, and we can't have him thinking we're trying to overthrow him just yet." Seishin said.
"Yet?" Shikaku asked.
"Well, I still haven't decided. But it is idiotic that we follow that incompetent man when we hold a majority of the military power in the country. We will develop our industry and economy until we can stand on our own, then once the world is stable I'll see if I still feel the same way." Seishin said.
"I understand." Shikaku said.
***
What do you think?
Should I go through with it?
If I do, how do you want me to do it?
I'm thinking that Seishin overthrows the Daimyo and becomes king of the land of fire or something. He can overthrow the Daimyo after the fourth great ninja war.
Or I can give him a peaceful ending, where he quits after war and gives the title to Kakashi. Then he can have kids and settle down.
Maybe I can do a couple of chapters from the Boruto time where he smacks Naruto a bit and makes him go home and be around his family.
I'm also thinking of making Tsunade make kids by incubating her eggs and getting a surrogate. The eggs can be fertilized by Jiraya.
The story is reaching it's final stages. Seishin alone can solo the entire Zetsu army and Obito. But do I want to do that? That is the question.
Should I drag out the war or not?
I also have the Hoshizora clan origins planned out. I wrote it down on paper one day when I was bored.
But I don't know if I want to make a reason for Seishin coming to the Naruto world or keep it a mystery. Let me know.
