Cedric just wanted a place for him and his people in the Primitive Universe.
He's expecting maybe a planet or two, maybe a solar system, or, if they're really being generous, a cosmic realm. He just wanted to get them out of the Forbidden Zone and slowly introduce them to the Primitive Universe. Once he's able to do that, his main concern will be gone, and he could do whatever he wants.
Cedric wasn't expecting the council to give him an entire sector domain to govern, though. In his opinion, it was excessive, but beyond that, it's also a heavy responsibility.
A sector domain is composed of about two to five cosmic realms under a single management. It's usually ruled and controlled by a sector lord, who is also sometimes referred to as the domain lord.
The Rising Sun Domain is located at the far east of the Heavenly Star Chaos Realm. It's one of the more unpopulated domains for no real apparent reasons.
