Observatory Tower.
It's an observation post set by the Alliance in peripheral worlds like Palin, generally used to anchor the world's position, monitor evils, and guard some important magic nodes. According to regulations, a stationed wizard is a standard hunting team of five, with at least one member of Great Wizard Level strength.
Most of the time, the wizards in the Tower are idle, drawing a generous hazardous duty and travel allowance, indulging themselves in their magic experiments. Occasionally, the wizards in the Tower hold funerals for their companions.
To put it more bluntly.
This job is usually so dull that people grow restless, occasionally busy with funerals.
Like today.
It's the day for a funeral.
Crack!
