"Our upcoming tasks are going to be heavy. We can't let the world think we're in decline."
This special coin was one of the items S.H.I.E.L.D. had acquired in an exchange with Charles during the 084 trading conference.
Holding this coin granted immediate access to the hotel's wax bath treatment.
Hill nodded, "I'll take care of it. The World Security Council can't wait any longer; they're furious."
Nick Fury turned and left, quickly pushing open the door to the conference room.
Inside, several large virtual screens displayed the members of the World Security Council from the five major powers.
One council member spoke first, "Nick Fury, you must bear responsibility for this attack on S.H.I.E.L.D."
A female council member added, "If you hadn't allowed the Avengers to leave, our losses in this attack wouldn't have been so severe."
The usually quiet Chinese council member sighed, "Chen was a great loss."
Despite the council members' criticisms, Fury didn't immediately respond. He waited for them to finish before calmly stating, "I assume you didn't call me here just to reprimand me."
"We had already planned for this operation."
"I'm sure you all have read the application report for potential scenarios and the possibility of retaliation from the Sound Ninja."
His words silenced the council members, who knew they had approved the attack on the Sound Ninja.
As one council member prepared to speak again, Fury cut him off, "This operation wasn't without its gains."
"At least we now know that ninjas can die."
"Based on video analysis from the battle site, large-scale explosive attacks are something the ninja's substitution jutsu cannot evade."

"Only by having the power and the courage to say no can we ensure they follow the rules here."
Fury's remarks earned nods of approval from the council members.
At least this time, they witnessed the death of a ninja, proving that this previously invincible group could indeed be killed.
Fury then shifted the conversation, "Facing an increasingly chaotic world, I propose the initiation of Project Insight."
He then explained Project Insight: a program designed to eliminate threats before they commit crimes. Utilizing satellite surveillance and big data analysis, this system could accurately predict an individual's future and eliminate all identified targets within minutes.
Since it was a global surveillance project, it could pinpoint the location of ninjas as soon as they appeared, providing more precise monitoring of superhuman individuals and incorporating rogue superhumans.
After hearing Fury's plan, the council members nodded in agreement but questioned, "How do you plan to implement this?"
"I plan to build three space carriers. With the ground facilities of the headquarters destroyed, we can use the pretext of rebuilding the headquarters to quickly construct these carriers underground."
"Combined with our satellite network, we can execute the Starlink plan to monitor all dangerous individuals globally without any blind spots. Each space carrier will be equipped with chakra detectors and the latest energy cannons and laser weapons."
"In surprise attacks, even superhumans won't have time to escape and will be executed on the spot."
Fury's words hung in the air, the council members absorbing the weight of his proposed measures.
As Nick Fury explained his plan, the council members nodded in agreement, showing their approval.
"Nick Fury, you will remain the Director of S.H.I.E.L.D."

Nick Fury nodded, "Pierce, thank you for your help."
"I wouldn't have made it this far without your support, especially with this plan. Thank you."
In reality, the plan wasn't originally Fury's idea. He received the proposal from Pierce while on his way to New York.
Project Insight—conceptualized by Pierce and managed by Fury—was their grand design.
Pierce chuckled and replied, "I still have a lot of faith in you, Nick."
"There are some matters with the council I need to address, so I'll keep this short."
With that, Pierce's virtual image vanished.

Coulson and his team had arrived in New York. While Ward Ward brought Killer Bee to experience underground rap, Coulson came to the Sand Village Puppet Shop in Brooklyn.
He pushed open the door and was surprised to see an elderly woman sitting at the counter, but he approached her nonetheless.
"Hello, I'm Agent Coulson with S.H.I.E.L.D. I'm here to request an information puppet."
Chiyo glanced at Coulson, who wore a practiced smile. She coughed lightly before asking, "Young man, what will you be using as payment?"
Coulson opened his briefcase, revealing its contents. "How about $500,000 worth of secondary adamantium?"
"Of course, if you prefer cash, that can be arranged."
"Unfortunately, we no longer have any energy cubes available for trade."
Chiyo eyed the secondary adamantium with a hint of disdain but accepted it nonetheless.
With a wave of her hand, a puppet was taken down from above using chakra threads. She then placed an hourglass in front of Coulson.
"You have 60 seconds. Ask your question."
