Chapter 527 - Chapter 524

The plan for Sedona City was designed by Lucas himself. The previous plan was only for the original city's size. The one he took out now was for the city after its expansion.

"This is the new plan for Sedona City," Lucas said, the corners of his mouth turning up. It had taken him a whole winter to create a plan suitable for this era.

"Master, can this really be built?" Annie's brown eyes trembled as she stared blankly at the blueprint. It felt a bit fantastical.

Had she ever seen a building dozens of meters tall? And there was a platform on top of it. And that round, steamed-bun-like building was enormous. These all looked like things that only existed in fantasy.

"What? You also think it can't be built?" Lucas raised an eyebrow. The cat-ear girl had also been skeptical before. After all, a building dozens of meters high was simply too incredible for this era.

"Uh…" Annie's fox ears twitched, and she began to stammer. She really did think it was impossible. A building dozens of meters high was just too tall. Who could possibly build something that high? It would probably collapse easily, right?

"You'll see in the future," Lucas said, not bothering to explain. This building would be the landmark he was creating for Sedona City.

A landmark was essential. It was like with some tourist attractions; people would travel specifically to see that one thing. This landmark would become a symbol of Sedona City in the future—like the tallest building in this world!

With the construction capabilities of this era, building such a structure would certainly not be cheap and would require a great deal of manpower and resources, but it was a worthwhile investment.

"Master, what is this?" Annie didn't dwell on it and instead asked about the bun-shaped building. If Lucas said it was possible, then it must be, even if it was incredible.

"This is a theater, and also an assembly hall," Lucas said with a faint smile. He could see the fox-ear girl was only half-convinced.

"It's that big?" Annie was stunned. Why did it seem like so many things in this new city plan were tall and large?

"This is a theater that can accommodate five thousand people," Lucas chuckled. The plan he had created was a five-year plan for the future.

In reality, the construction speed would only be a little slower than on Earth, because the manpower he would use would be several, or even a dozen, times that of a construction project on Earth. Like ants moving house, they would win through sheer numbers.

"Then, Master, are you going to start building it now?" Annie asked, her brown eyes flickering with worry.

She was afraid Lucas would try to build these seemingly impossible structures, which would waste a lot of resources and manpower and could drag Sedona City down.

"Not for now," Lucas said with a smile, shaking his head. "We don't even have enough housing for the commoners yet, the students' school hasn't been built, and the city walls also need to be constructed."

He hadn't been blinded by his own vision or gotten carried away pursuing vanity projects. Doing so would lead to distorted development for Sedona City's future, and the cost of turning back after going down the wrong path would be too great.

"That's good, that's good," Annie said, breathing a sigh of relief. She had been genuinely worried Lucas would pursue these shocking things while ignoring the lives of the common people below. But, Lucas was the Master. He hadn't disappointed her. He was still that good noble who loved his people.

The fox-ear girl's reaction made Lucas roll his eyes. He pointed to a cluster of low-rise buildings on the blueprint. "This entire area, I will have it all built into residential buildings. This is one of the primary construction tasks for Sedona City."

The residential complex was designed to accommodate over ten thousand people, creating a concentrated population center.

"Yes," Annie immediately wrote it down in her notebook.

"This area will become a park, a place for strolling," Lucas said, pointing to the empty space near the residential area.

"A park? What is that?" Annie didn't understand. "Park" was another strange, new word.

"It's just a place where you plant some flowers and grass and make some stone paths, where people can go for a walk after dinner in the evening," Lucas gave a rough explanation. If she didn't get it now, she would in the future. He even had a zoo on the agenda.

"Oh, I see..." Annie drew out the sound. Well, she didn't understand why they needed to do that. Wouldn't it be fine to just stroll through the big market?

"These are the architectural drawings for the residential buildings and the park, along with notes and specifications," Lucas said, taking a large stack of envelopes from a drawer. The dimensions and everything had been prepared with the help of an architect he consulted on Earth.

"I will make the arrangements," Annie said, taking the drawings. "Master," She asked doubtfully, "What about the city walls? We probably don't have enough manpower."

This residential complex would require several hundred people working together, and building the city walls would also need a lot of manpower. With Sedona City's current population of around ten thousand, it was a real stretch. After all, land reclamation, the army, the elderly, and children already accounted for the majority of the population, not to mention the workers needed for the port, the workshops, and so on.

"Not enough manpower…" Lucas frowned. It was true, the population was still too small. But there weren't many outside migrants coming in all at once, and even if he bought slaves, he wouldn't be able to get many. Most importantly: no purchase, no capture.

He thought, if only that tribe of thirty to forty thousand beastkin would merge with Sedona City, then he could start multiple projects at once. He could even build a multi-story tower at the same time.

"Master, it's the beginning of spring now. Very few people will come here," Annie said helplessly. Spring was the sowing season. The lords of other cities wouldn't let their labor force leave their territory. They had to get the spring wheat planted. Spring was the time when nobles closed off access to their lands.

Lucas frowned and began to think. How could he increase the population? In this era, there were several ways. The main one was war: invade other cities and plunder their populations. The second was a disaster of some kind, forcing the nobles and commoners of a territory to flee.

As for war, Lucas wasn't considering it for the time being. His territory was in a stable development phase. The consumption from war might make it impossible to support the plundered populace. After all, wars were fought with resources.

"Master, how about we try to negotiate with that beastkin tribe and ask them to send some beastkin over to help? After all, they have so many people to support," Annie suggested, swishing her fox tail.

"We can give it a try," Lucas nodded. He didn't have high hopes for this suggestion. Beastkin had a hard time trusting humans, unless they came to Sedona City and saw it for themselves.
