Stepping into his workspace he pulled open the file. Inside the first page had the word emergency stamped in large red letters. He looked at the mission briefing first.

"This is a time sensitive mission that has to be completed as soon as possible. The target is a former member of First Line who went rogue. After he went rogue he began a short career as a serial killer until the FBI managed to catch him. But he offered information on First Line in exchange for a reduced sentence. We believe he was attempting to blackmail us into releasing him. But since he has already strayed from doing good we might as well remove him from the board altogether. Attached are his known crimes, no proof of death will be needed." Ethan read the file as he pulled it apart looking at all the information.

Apparently he was moved to Ryker's Island while waiting on this deal. Which could occur any day now. But regardless of the deal that would be made he would have to provide all the information he knows at a private courtroom hearing inside New York. It seems a number of people were interested in a secret government organization that was not on the books and went by the name First Line.

His best bet would be to take out the target when he was on transit. There were several different ways he could do this. But he felt taking him out when he arrived at the courthouse was his best bet. The movement would be public so he could take a shot from beyond the crowd.

The man was a former Freelancer called Red Hyena, meaning the amount of information was limited. But regardless he would be a good example of what happens to a First Line agent that goes rogue.

Red Hyena's real name was Rojas Seriun. He was a Mexican Mercenary that operated originally out of Texas. He specialized in transport and smuggling. It is suspected that he was exposed to an unstable compound during one of these operations, which caused him to lose his mind.

Shortly after he disappeared is when a deranged serial killer was making his way across the country. Over time his MO changed but he settled on dissecting them and hanging them on a cross. It took over two years for the FBI to track him down.

But it was mostly due to an accident, apparently a police officer accidentally found his lair in New York. The officer in question was Hector Ayala. The police barely managed to take him down with the assistance of SWAT. Apparently the man had gained enhanced strength at some point.

Ethan frowned as he pulled up the District Attorney's information. Apparently they were already preparing the deal. But they needed assistance in keeping him contained during transport. So they reached out and are getting assistance from Captain America.

This might actually be more interesting than he first thought. Complicated but interesting. He needed a few things in order to get out okay.

First he needed to obtain a disposable weapon. He will use a pistol with a silencer, he already has a silencer but he needs a pistol off the streets. He could probably steal one from a criminal tonight and clean it. After the job was done he would dispose of it.

The second thing would be an escape plan. He would need to leave quickly so he could use the subway station that is across from the courthouse. After completing the job he would climb onto the back of a subway car and ride it part of the way. Then he would use the maze of sewer systems to lose them.

The third thing he will need is a guarantee that they will have to bring him in through the front entrance. It should not be too difficult to cause an accident that prevents them from going to the rear of the building.

The final thing will be a crowd. He will have to leak the day of the transfer to get protesters and reporters riled up. A serial killer like him will catch plenty of attention especially if he is getting a reduced sentence. But he cannot release it too early or they will get scared off and too late will mean a subpar crowd.

He would have to orchestrate this perfectly. Honestly he was starting to have fun. Planning stuff like this might eventually become second nature to him. It was like an intricate puzzle where everything needed to go right.

A few hours later he was walking out of an alley in a disguise. With a newly acquired handgun. He looked back in the alley where the corpse of a local hitman was. He figured he might as well take one from someone that was bad.

So he found a hitman that was greatly disliked in the underworld with psychotic tendencies, and who had committed unforgivable crimes. Apparently this hitman liked to take on jobs where he would kill children. Recently he and several others killed a family that were in the protective custody of the FBI.

The gun would be useful for this single mission. He would dispose of it during the mission but first he had to clean it so it would work during the mission. Fortunately the gun would give them a lead on the case if they connected the pieces.

After he hid the gun he snuck back into his apartment. First he dropped off the gun in his workshop and then took a long shower to get that sewer smell out. Then it was time to get to work.

Steve walked through the concrete halls. Walking by cells that contained various people, some the public had seen but many they had not. The rayshields keep them contained along with the reinforced glass.

Ryker's Island was temporarily the holding location of 'enhanced' individuals that committed crimes. But Shield was in the process of building another prison nearby, one that would hold these individuals exclusively. At least that was as much as he could get out of Fury about the situation.

Steve arrived at a door where two Shield Agents were guarding the door. They opened the door as he approached. Steve was completely dressed up in his uniform as he entered the room. In each corner of the room was another Shield Agent heavily armored and pointing a weapon at another occupant.

"Rojas Seriun," He was heavily chained in a full body restraints. He wore an orange jumpsuit and was lying in an inclined bed that was on wheels. Steve had been filled in on his crimes and was guarding him mostly to keep him from escaping. As for whether he thought he should be granted a reduced sentence… he would not disclose his opinion.

"Ah Captain America!" He watched as Steve entered. "It is a pleasure to meet you! How can I help you today?"

Steve frowned and grunted in annoyance, "we are moving you?"

"Oh? Really where to?" Rojas seemed excited especially since his accent was starting to leak out. "The Cube? Ravencroft? The Vault? Oh maybe the Big House? Or how about that new prison? Has it been given a name yet?"

"No," Steve crossed his arms. "We are taking you to a courthouse within New York. You promised information in exchange for a reduced sentence, remember?"

Steve watched as Rojas' expression drastically changed, "ah, Infierno." He then suddenly looked much more serious. "No one tried to stop you?"

"What do you mean?" Steve asked and Rojas' face lost all color.

"Estoy muerto." Rojas then looked directly at him, "in that case you should know there will be at least one attempt on my life. Possibly more, it depends on how confident First Line is in their operatives."

Steve was confused, even the Shield agents were. He had never been this talkative, scared, or even slightly cooperative. "Why are you so… forthcoming?" Steve asked as he could hear the door open. Seems it was almost time to move him.

"Because First Line has access to the government, I was trying to blackmail them to release me. Seems the morally aligned bastards decided to just dispose of me instead." Rojas quickly explained.

The door opened again as Coulson walked in with several Shield Soldiers armored to the teeth in gear. "Time to go." He turned to Captain America, "Captain lead the way?"

"Gladly," Steve walked out and could hear the wheels of Rojas' trolley as it began following behind. As they walked the halls the inmates began yelling as Rojas passed their cells. The section of Ryker's Island was a temporary setup so they quickly arrived at the armored transport.

Steve stood to the side and looked around the area as they loaded Rojas into the truck. After he was moved to the back and the harness was locked in place the agents stepped out of the truck. Then Coulson and Steve climbed in the back near the door. They would be the only two that would be guarding him in the vehicle.

Once the door closed Rojas began chuckling nervously and cursing in Spanish, "I doubt I will make it to the courthouse. So I am going to give you some of the basics before I die."

Coulson frowned as he looked over at Rojas, "You doubt we can protect you that much?"

"No, I know the First Line is just that good." Rojas explained, "but you should know to assassinate a traitor it is doubtful they will send a normal freelancer. They likely will send someone that is called a 'legacy'. I only heard about them briefly from a former contact, they are part of families that have been in the First Line for generations."

"Generations? How old is this group?" Steve asked with suspicion. As Coulson began taking notes.

"Honestly? I have no clue." Rojas answered honestly, "I heard about this through a rumor. Their best and most trusted members are those that have family already in it. Nothing specific, but I bet on one of them showing up to kill me. So if you catch them-"

"They will know far more than you do?" Coulson cut in with a voice of suspicion.

"Exactly," Rojas nodded, ignoring the mocking tone of Coulson. "I know there are at least two divisions and possibly more within First Line. There are the Freelancers, who are essentially mercenaries with specialities in some areas. Then there are the Handlers, as it sounds like they are the contacts that handle giving out jobs or missions."

"Did you have a Handler?" Coulson asked as he quickly wrote down everything he was saying.

"Yes, but I decided to make him my first victim." Rojas shrugged, "I would not bother looking into it. They would have already cleansed everything to leave no trace."

"You called them 'morally aligned bastards' earlier. What did you mean by that?" Rogers asked as he eyed the man with suspicion.

Rojas smirked, "just as it sounds like. First Line is a bit like Shield, except you know… they know how to keep a secret." He then seemed to remember something because Steve saw his eyes light up, "actually now that you mention it. There was a rumor that Margaret Carter was responsible for the group's name, First Line."

Steve narrowed his eyes as he began to realize something. This group called the 'First Line' sounds like Shield but far more secretive. But if he was right about Peggy being involved then it might not be as simple as exposing this group. As it was he did not know enough about what was going wrong in Shield as it was.
