If they wanted to ensure absolute secrecy and that not a word went out about what those people had been working on, then the only way to achieve that would be through killing anyone involved in it.

The problem was that it could still be a matter of time before it was discovered.

Such a secret operation would still have people knowing about its location and what would be going on there.

Someone was bound to talk eventually, so those being trusted with such a secret needed to be trusted and kept within a certain inner circle of people who would know about it.

If it were uncovered, then the number of people who could have talked would be kept as low as possible, so it would be easier to identify who was behind it.

That was not the kind of operation any gang could be able to achieve.

Even if they were able to build their own labs to make illegal drugs, they would have to go through a lot of trouble due to the risks involved with building one or many of them.

The only other thing that existed beyond that would be Quirks.

Quirks made all kinds of things possible that could be overcome without needing such complicated skills to be learned, and all of those types of things were needed.

All they would require would be sufficient energy from the person who could create them to be able to keep producing everything to meet the demands.

That meant that they would have to be fed properly to meet those demands, and they would likely have to be able to take enough rest and recovery to get back to that kind of work.

If they were pushed too far, then they could end up overusing their Quirk to the point of it being harmful to them.

While it was helpful for the growth of Quirks to use them more regularly and to push them beyond their limitations, constantly going too far without proper care would end up being counterproductive.

It would actually end up being more harmful than helping them grow.

How such a person was used depended on how much they would be forced to do under certain conditions that they were placed into.

Meanwhile, outside of where Tiffany's eyes and ears could reach, there was such a thing happening.

After consulting with Butch about such matters and coming to her own conclusion, she had come to understand a little more about the criminal underworld and how certain groups worked.

All kinds of gangs and crime syndicates lived by some form of rules or code, while others were more willing to resort to all kinds of methods that others would not be willing to do.

Perhaps such groups believed that such methods were beneath them and that they did not need to resort to such methods to achieve things.

Perhaps it was that the groups who resorted to such methods were just too chaotic and difficult to control; the more they grew, the more it would be more difficult to hide in the shadows anymore.

Those groups usually had a far shorter lifespan since a lot of them burned out very quickly.

They would draw far too much attention to themselves after making themselves known to the public for their many misdeeds that could not be kept hidden through the methods they used anymore.

When that happened, it would only be a matter of time before actions would be taken by the police or other gangs to put an end to them.

Either the government would push the police and heroes to stop it, to please the public, and to no longer have such incidents appear in the media.

It was that, or it would be that the bigger gangs would come to the decision that such a group was far too damaging to them in ways that could end up shedding more light onto their operations, so they would have to make the decision to eliminate them before they did anything more.

Perhaps the gang that Butch had been a part of would show interest in what had been developing, but she held off from involving them yet.

What had not been within her range of detection had been a room where there existed a very small family.

There were a total of ten or a little more than that number of people who were in large cages.

Within their cages were small holes that could be used to place things inside, and near them were bowls that were filled with food and water.

They were given the basics of what was needed to survive.

A hose was lying in the middle of the floor, still plugged into the tap on the wall, which showed that it was likely being used to fill the bowls of water and to hose them down.

To the side was a radiator where many towels had been hanging up to dry, but they seemed not to be clean and new, as if they had been worn down and were not properly cleaned due to being constantly reused.

Those in the cages had been similar in appearance, or most of them had been as if they were a family or partly related.

On the top of their heads was more rounded in a way that appeared like a mushroom cap.
