Because Ota is like the grand commander of the entire military force of Khagai tribe. If this is not a sign of great trust and loyalty why would Valgrun risk sending his mots powerful general to a tribe that he does not trust.
It is because Valgrun trust Aeryon that he would send Ota.
Even Aeryon would think twice to send Belarion to a tribe he did not trust. The fact Ota is here, inside this palace, surrounded by an entire army of the Brolgadhr shows that Valgrun truly trust Aeryon not to do anything to Ota.
