Mirabar has now turned into a vassal of Luskan; the Mirar Coast, once ravaged by White Dragons, has completely changed owners.
People might say White Dragons seem weak, but it depends on who they're compared to.
Low intelligence doesn't mean they can't kill other animals... they're just weak during their infancy. Without a mother dragon to guide them, life is tough; but stealing leftover carrion from adult dragons and digging up Ice Plain mice still allows them to survive.
So, unlike the half-orcs living atop the World's Ridge eating those moss snow bugs, White Dragons actually live below mid-mountain level, and once they're grown enough for their energy reaction to be dissipated by the special environment of the World's Ridge, they move down to the Ice Plain below the peaks.
