The bait Luke brought could only catch ordinary fish, which could then be used as bait for the bigger fish.

Generally speaking, search warrants and arrest warrants need to be signed by a judge. Being on good terms with a judge, gaining their trust and belief in your capability, increases the likelihood that they'll sign the documents, giving more flexibility in an investigation.
