In order to prevent the Broken Valley Alliance from harming them, both the Desert and the Rainforest superficially reached a friendly agreement with the former but secretly guarded against it, never daring to be careless.
When the Broken Valley Alliance battled with the witch demons, both the Desert and the Rainforest actually had many perfect opportunities to send troops to help the Broken Valley Alliance resolve crises, as agreed, they indeed were supposed to send troops.
But, until the Broken Valley Alliance was completely devoured by the witch demons, both still chose to stand by, letting the forbidden technique ravage the once fertile lands, and even felt a bit of schadenfreude, until this war finally came.
In other words, the reason for the witch demons becoming so powerful is largely due to the responsibility of the Desert Alliance and Rainforest Fortress Alliance.
