There were more foreign Martial Artists in the Kandrian Empire than native. Meaning there was no force that could enforce the laws of the country upon the former. If all of them decided to start acting discordantly, they could easily cause a crisis in the nation, and there was absolutely nothing that anybody could do to stop them.
Under normal circumstances, this would have meant that nations would not introduce so many Martial Artists in one place, even if they needed their help for protection. NOVA had assumed that this would mean it was impossible to fully harness the continent's power, and had cleverly used it against the Kandrian Empire by concentrating all war against a single point of attack.
