Given the Lord of Chaos's power and authority over Chaos, the Outerworlders from the fragmented Chaosverse he had seen in Varuna's memories couldn't have reduced Chaos to its current state.

That said, he still found Chaos's current situation quite strange.
Despite the ongoing conflict between the Lord of Chaos and the Outerworlders, it seemed like they had also made some sort of compromise and deal to share Chaos.
After all, a grand battle at their level would have likely reduced Chaos to ruins long ago.
The fact that such a thing had not happened could only mean the situation had reached a stalemate or there was some sort of agreement between the Lord of Chaos and the Outerworlders.
