Upon reaching level fifteen, the body can advance in two directions: Elemental Body or Law Body.
Elemental Body is the most common, while Law Body is exceedingly rare.
Of course, as Rica stated, strength isn't strongly correlated to having an Elemental or Law Body.
For example, her mother, the Five-Colored Dragon Mother, was a formidable Elemental Body, yet practically invincible against current foes.
