The Southern Continent had suffered from the Fiend offensives but some places were not worth it, even for them.
A small city state in the western region was run by a council of Apprentice Tiers called Crescent Tear City.
It was surrounded by cliffs in the shape of a tear from above. The narrow end was the main entrance and a defensive choke point on the ground. The surrounding cliffs were heavily defended but a group of Journeyman Tiers or a single Master Tier could shatter it with ease.
It was not a resource rich area but it was a hub of trade and crafts at the grade 8 and a few Maesters running guilds as well.
In other words, it had moderate success but not nearly enough to draw in any interest from Fiends or foes.
No one was expected to rise like a phoenix from there but a solid foundation could be built.
