Hello, subjects.
I, the undisputed ruler of Brockton Bay, am here to announce that I have succeeded where your precious heroes have failed.
The stain on the underwear of the cape scene known as the Slaughterhouse Nine has been dealt with as I simply did not feel like patiently waiting for them to show up in my city and cause trouble. It was far easier than the heroes made it out to be, my loyal minions didn't even get scratched in the process.
Except Bakuda, but that was because she set off too many explosives in close proximity and caught herself in the range of one. She was rather enthusiastic about removing Mannequin from existence and the final blast knocked her down and gave her a bruise on her backside.
Jack Slash was torn apart by his own slashes, because he's really not a very smart man. Siberian murdered Crawler after some teeny tiny psychological torture from yours truly, then Oni Lee blew up Doctor William Manton, the Siberian's Master, destroying the projection.
Hatchet Face was eaten by a lion. I tried to think of something more ironic for him but he's just a very boring man.
And I just shot Shatterbird in the head, and used one of my powers to bring back every injury that Burnscar has ever inflicted on herself all at once. Truly, my power is the doom of edgy goth girls.
Bonesaw is full of plagues, so I broke her mind and gave her to Amelia to babysit. She's in my pocket dimension and will not be causing any issue. No, I will not be handing her over to the local government. She's mine, I found her first. Besides, if they were competent I wouldn't have had to do their jobs for them.
Once we were done, Bakuda set off a time reversal bomb. It's all very complicated, you wouldn't understand it, but the town the Slaughterhouse had slaughtered was returned to around a week before the hobos even showed up, reviving all the dead and removing their memories of the excruciating torture that was inflicted on them.
Continuing the trend of us succeeding where mere heroes have failed, my Quartermaster, Bakuda, has created a solution to the Grey Boy problem with a modification of her time-bomb that will pop the bubbles and send the victims back to the moment they were trapped, erasing their years of torture.
Honestly, it was so simple I don't understand why the heroes took so long. Clearly this world needs me more than I originally thought.

Yes. It's been confirmed that William Manton was the Master of Siberian. How and why he joined the Nine and remained hidden remains in question, but the Siberian is officially dead and the bounty has been paid out.
Never thought I'd be happy to see Oni Lee blow someone up.

As fun as Sebastian is, he's erm... differently rational and Panacea literally destroyed a good chunk of Brockton Bay in her second trigger. Now, they've added Lil Miss Nightmare into the mix.

The Merchants are causing way less trouble and mostly just partying and dressing as pirates for some reason? The ABB was replaced with the Hyakki Yagyō and Oni Lee is a far calmer and less violent boss than Lung ever was, once he finished executing like a third of the gang at least. The Iron Empire are pretty intense but they don't leave their territory. Iron Rain is one scary bitch, but as long as you don't go into their territory as a minority they don't bother you.

Slaying the Slaughterhouse Nine has truly done wonders for my reputation beyond Brockton Bay. Admittedly, I already had attention thanks to my business, but even the name Lung didn't mean much to those not in or near the city, as while Lung was undeniably powerful, he didn't really do anything with that power after failing to best Leviathan. He got one draw and then decided to spend the rest of his life as a sex slaver, not exactly a dragon of legend.
But the Nine? They were known across America and even had some international fame thanks to the sheer depravity of their deeds and Siberian having been the one to slay Hero and rip out Alexandria's eye. It is only fitting then, that their end served to spread my legend to the rest of the world.
My sales have increased substantially, and the bounties have ensured my bank account is very flush at the moment. Which is all the more important considering…
[The Apocalypse] - Ultimate
The world you are inhabiting will experience an apocalyptic event within the next six months. This could range from demonic or alien invasions, natural disasters on a global scale, zombies or any other world-ending threat. It cannot be stopped, however, once started, you could minimise the damage if you are prepared enough.
At some point, something terrible is going to happen and I do not know what. The only answer then, is to ensure that I am fully prepared for every possible endtime scenario. Brockton Bay will be an unconquerable sanctuary, from which I can save the world.
There's also Scion to deal with, I suppose. But more importantly than anything like that…
"Today is the day the most dangerous woman in the world submits to me," I say, rubbing my hands together.
"Hmpf, at least you understand that much-" Shatterbird says, tugging her maid mini-skirt down with a scowl on her face. Burnscar says nothing, because she knows not to stop bobbing her head.
"What- oh no, not you two," I say, waving them off. "Today, Taylor Hebert will be mine! My rival will accept her place beneath me!"
Ignoring Shatterbird's angered 'who?', I smile to myself. Everything is in place, Dinah even said I could- I mean, she advised me that the numbers support my current plan. I'm sure Shatterbird would like to hurt me for implying she is not that dangerous, but the power-suppressing collar around her neck says otherwise. She's already died twice trying to break or escape it. And once because she brought my tea too slowly and Dinah shot her for it.
…Dinah scares me sometimes.
But none of that matters, as I hold down Burnscar's head and finish in her mouth, gesturing for her to retake her spot beside my throne. The girl is a complete power addict, and as long as that collar is around her neck she can only use her powers when I say so. As it turns out, that is a good incentive for her to learn obedience quickly. I had Amelia and Riley fix up all the scars she placed on herself and put some meat on her skinny bones, along with clearing up all the damage and addictions she'd given herself (besides her addiction to using her own power), and she's making a fine maid.
Today, I shall conquer Taylor Herbert and establish myself as the true protagonist of Earth Bet-
"Boss, bad news!" Lisa says, interrupting my dramatic moment as I blink. "Endbringer attack."
…the world cannot protect you forever, Taylor Hebert! Fate itself dares to interfere with my schemes.
"Where and who?" I ask. It's early for canon, and the Simurgh is meant to be attacking Canberra next month.
"Leviathan is hitting London," Lisa explains, making me frown. But why- "You said you had a plan?"
The crown! Simurgh, you raging bitch! She dares try to steal the crown jewels before I can rightfully claim them for my own! A thousand deaths upon you and your stupid lizard brother! This is more than just a change of location, it's a direct challenge! I will correct this bratty angel for daring such an insulting scheme!
But I was prepared for this, for I am always ten steps ahead of everyone else. The Simurgh cannot out scheme my scheming. You have revealed your hand, Hopekiller, and your fish brother will pay the price!

If anyone else had burst into her office demanding she obey his instructions, she'd have likely put them through a wall, cover identity be damned. She had many questions, of course, starting with 'how did you get in here?' and 'what the fuck are you doing?' but Sebastian Fairfax's ability to mass produce powers in a way that made Cauldron seem inept put him in a certain category of untouchable.
Frankly, when she recognised him she accepted that she was going to have a strange day of putting up with the demands of a madman, because he was the same madman who had brought back Hero, given them a copy of Panacea, and was selling them whatever powers they needed. Contessa with Replication and Blank alone had increased Cauldron's efficiency tenfold. So, if this was some power play of his, all she could do was play along because her pride wasn't worth more than the benefits Sebastian could give them.
Then he started rambling about Leviathan trying to steal the crown jewels of England and she reconsidered again, wondering if he had truly lost the plot. Then, he… shifted, in a way she couldn't quite explain and handed her a note signed by… herself to listen to Sebastian because he had knowledge of an Endbringer attack set to happen in London in six days time.
He also brought with him something that couldn't be faked, not in a way that could fool her Thinker ability. A full video recording of the Endbringer attack, recorded by her. Despite his claims, the Endbringer made no effort to rob the Tower of London, but instead seemed focused on killing one particular man for reasons that escaped her entirely. She didn't know who Kevin Norton was, but this one random powerless homeless man seemed to be the target of an entire Endbringer attack.
Sebastian had redone this attack multiple times, and each time 'she' had recorded messages for the Alexandria of the next attack. Moving Kevin meant Leviathan would attack wherever he was moved, unless it was too far inland in which case the Simurgh or Behemoth showed up. Moving Kevin out of the dimension caused the Simurgh to go berserk, often attacking targets like Washington or her home of Los Angeles, with no holding back at all. It also always resulted in her killing Eidolon and ensuring the body couldn't be recovered. Removing Eidolon from the dimension wasn't possible because he refused to stand down and sit in timeout while an Endbringer attack happened.
"Leviathan inbound," Dragon reported as the force of capes waited with bated breath. As with the other London attacks, he was coming from the east, swimming through the Thames toward Kevin's location, at the edge of East London. London itself had been evacuated of all civilians, and the force waiting for Leviathan was no joke.
With so much time in advance, they'd gathered almost twice as many capes as any regular Endbringer attack… and Sebastian had been very generous with his gifts for those willing to fight for his homeland, granting Replication, Waterborn, Breathless, Lightning Reflexes, Conditioning and Flight to all volunteers.
A Leviathan fight where there was zero risk of drowning was certainly an interesting experience. She was well aware that Sebastian was simply redoing the fight over and over to get the ideal victory, because that was something he could do apparently. He openly admitted he was jumping back to a younger state, bringing along the knowledge and items from the abandoned timeline and if she hadn't already been convinced that he was not a normal Cape, that would have been what did it. It meant that when Scion rampaged, Sebastian could simply come back and warn them well in advance.
But Sebastian remained wily with the details of his plan for the attack. He'd positioned them all carefully, and she had ensured that his orders were obeyed, but even she did not know his full plan. He had claimed that only a single person could be trusted to land the killing blow, and to her surprise… he was not that person.
So, who exactly had he entrusted with the death of an Endbringer?
– Dinah Alcott (Oracle) –
Probability that Eidolon has a mental breakdown at being outshone by a twelve year old girl? 100%.
Humming to herself, she moved into position for her part in this game. And it was a game, because with Sebastian spreading himself out with the knowledge from other attacks, he could use Injury Redistribution to prevent almost all deaths and the resurrection chamber would handle those who left the safe zone.
And some would, because capes were arrogant and conflict driven. Already many were chafing under his orders, even when his plan would lead to a zero death Endbringer attack.
The sound of the fighting reached her, but Dinah just shook her head. The capes were putting up a good fight, and they were doing far better than usual, but their actual effect on the outcome was minimal at best. Sebby just didn't want them to feel bad about making a 0.001% difference so he was letting them play their part.
"Where are we going?" Kevin asked, looking rather worried about his bodyguard being a tiny girl half his size. He smelt funny, even after Sebby had made him have a bath.
"Into the trap, obviously," Dinah answered. "Come on, we're behind schedule because you keep tripping over things."
They weren't behind schedule. They were exactly on schedule, but only because Kevin would move faster if he thought he was holding them back. Now that he was speeding up, they'd arrive at the right time. Mwahaha. Another adult turned into a puppet on the Oracle's strings.
"Are you sure you want to do this, Dinah? We can have Seb reload and I'll handle it if you want," Alice said in her ear, but Dinah just shook her head.
"The numbers are best with me. Don't worry, everyone will know that you're the one who made this possible, Alice!" Dinah reassured her friend easily. Alice's ego would get in the way if she was the one to pull the trigger.
"We've got him on the ropes, keep pushing!" Legend's voice crackled through the armband. Ah, it was almost her time to shine. Arriving at the exact second she planned to, she looked around with a nod. "Where did he go!? Does anyone have eyes on Leviathan?"
Leviathan was a sneaky fish, when he wanted to be. If it wasn't for Eidolon's ego demanding a fight, the sneaky fish would have killed Kevin and escaped before they even knew he was coming.
And where was he going now that he'd fought enough to satisfy Eidolon's ego? Well, right to the target of course. Kevin let out a shriek as Leviathan burst onto the scene, having closed the distance the moment he ditched the others, and Dinah watched as his tail whipped toward her.
Aww, that was cute. The silly fish thought it was actually allowed to hurt her with Sebby here. The tail struck her, dead centre, sending her flying back into a nearby building, but the pain never appeared and as she hit the building, she sunk into the brick. Wonderland was her favourite power, and she was very good with it as concrete and brick gained the texture and softness of marshmallow… while the ground under Leviathan's feet became the stickiest treacle imaginable.
Now, it wouldn't stop Levaithan, of course, as a portal opened and Lisa grabbed Kevin by the back of his shirt and pulled him into it. That would be ridiculous. But, with Blank, it certainly caught the stupid fish off guard as he sank into the ground until he was at waist height, clawing at it to break free.
See, Sebby had told them that Endbringers had cores. Weakspots that if hit with the right type of attack would kill the stupid murder machines. But, it wasn't easy to do that, was it? They were fast, tough and most attacks wouldn't be able to do more than mere cosmetic damage.
So, how do you destroy the core?
"Tick, tick… boom!"
Triggering the blast, she giggled as she was teleported away, the last thing she saw being Leviathan staring at her as a purple blast engulfed the entire block. Alice really was good at her job, and after Sebby gave her [Flechette: Stinger] and said 'go make a bomb that does this', she'd risen to the occasion.
Alice had answered that simple question about the core. You hit the core by hitting everything in a mile radius with an all or nothing fuck you attack. London survived its second Endbringer attack for the small price of a little, abandoned neighbourhood that had never been repopulated after the Simurgh's visit in 2003.
Another victory for the King's Oracle!
Probability that people believed she was a top tier Brute after the video of her tanking a full power blow from Leviathan was posted? 98.45%.

One would think that given that he had just slain an Endbringer, Sebastian would be in a good mood. That implied Sebastian thought like normal people. He did not.
In the new room of the mansion, Ophelia wondered when she'd become so used to the depravity of her new life that her current task didn't even cause her to pause as she carefully cleaned Burnscar's lower body.
With her waist 'stuck' in a wall, Burnscar's upper-half was completely hidden beside the screen above her showing a live feed of her face. Exhausted, panting and flushed from the intense fucking she'd just experienced, which Ophelia was cleaning up after, wiping up the semen leaking down Burnscar's legs.
The squealing from besides Burnscar drew her eye as she watched Sebastian go to town on Shatterbird's middle-eastern pussy. Unlike Burnscar, Shatterbird was face up, with her legs spread apart and bound to the wall in a V shape, leaving her just as exposed and vulnerable to Sebastian's lusts.
…but why was he so annoyed? The entire world was cheering his name, begging for him and his gang to repeat their deeds with Behemoth and the Simurgh. And yet, he seemed outright displeased, mumbling about Endbringer truces and his archrival.
…And where did he get that crown?

You read it right, folks.
It is my unique pleasure to announce that not only did the attack on London result in zero deaths, Leviathan was slain by King Fairfax's plan. The details are still slim, but I will report on what we know for certain.
Firstly, Sebastian Fairfax predicted this attack a week in advance. This caused several things, not least of which was the complete evacuation of London (made easier by London having past experience with an Endbringer attack and the evacuation plans representing that). Secondly, the full week of preptime allowed several Tinkers to prepare in advance, including Uppercrust who deployed one of his shields to nullify the worst of the wave that Leviathan brought with him. Thirdly, having an entire week to prepare meant that the turnout was over double what we could usually expect at a similar attack.
Then, Sebastian spent the time granting Replication, Waterborn, Breathless, Lightning Reflexes, Conditioning and Flight to all attendees. Details on the exact capabilities of each power [Here]. This doubled the numbers again, and empowered every cape in attendance.
Two Alexandrias. Two Legends. Two Eidolons.
Sebastian also used Injury Redistribution to minimise deaths, inflicting the wounds back onto Leviathan, and had his people recovering those who did die before their bodies could be too badly damaged. This allowed those who fell to be restored after the fact, leading to a confirmed zero deaths, civilian and cape alike.
What we know so far is that at some point, Leviathan caused a water tornado centered on himself. It did little damage, but when it was destroyed, Leviathan was nowhere to be seen. Oracle, however, predicted this and was waiting for Leviathan, luring him in to attack her only to trigger the trap.
Setting off a prepared bomb from Bakuda, King Fairfax's Tinker, Oracle detonated the entire area with an 'all-or-nothing' explosion that has been confirmed to have utterly destroyed Leviathan down to the last atom. It has since been revealed that Sebastian was aware that Endbringers have cores that can be targeted, but they can move them around their bodies and the flesh closest to the core is so dense that almost all attacks wouldn't even scratch it.
He shared his anti-thinker power, Blank, with everyone involved in this step of the plan, ensuring that the Endbringers had no way of seeing it coming until it was too late, keeping everyone, even the Triumvirate, in the dark, so that Leviathan would blunder right into a death trap made for it.
Fairfax and his subjects have since spent time using Renewal to restore London to its pre-battle state with the exception of the mile-radius where Leviathan had been, as there simply isn't enough left to renew.
The video, filmed by Oni Lee apparently, is not currently publicly available but Thinkers from basically everywhere in the world have gone over it again and again and the agreement is that the attack literally disintegrated Leviathan entirely.
Dragon has detected zero signs of Leviathan's survival, and more importantly, the Simurgh immediately changed location and seems to be hiding behind the moon at the moment, perhaps fearing a missile created with the same principles.
While there is no body left to study, the PRT has officially declared Leviathan dead.
On an entirely unrelated note, the Queen of England has put out a statement that they will not be looking into the theft of the Crown Jewels of England, and thanked Fairfax for saving London and defending England.

As far as anyone can tell, yes.
Trust me, the PRT and just about every government have gone over every piece of information available as finely as possible. Unless Leviathan can teleport, he was standing directly on top of the explosives that Bakuda had planted in the sewers. Oracle used Wonderland to turn the ground to treacle and drop Leviathan directly into them, and I've seen the video. You can literally see his body being disintegrated as the energy field starts to engulf him.
If he survived that, I think he can survive anything, and that's not a world I want to imagine.

I can confirm that, according to every Thinker we could get to look over the footage, that yes.
Leviathan is dead.
I have both perfect, superhumanly clear vision and the ability to see things much faster than most people (as I can fly at around the speed of sound) and I had the honour of witnessing Leviathan's disintegration firsthand.
As Reave said, if Leviathan can survive that then I don't think anything in the world could truly harm him and by extension, the others, and that is not a world I am willing to consider.
Believe me, I understand the hesitance. I saw it with my own eyes and still caught myself trying to find ways Leviathan could have escaped, but this is real.
Leviathan is dead.

Yeah, it was Fairfax's strategy and Oracle who used herself as bait (which is insane since she's like... 11?) but it was Bakuda's bombs that turned Leviathan into a memory.
We've had countless Tinkers claim they could make something to defeat the Endbringers, but none have actually delivered until today.
Literally the same week she's been popping Greyboy bubbles, btw
Oh, and she took down Mannequin as well.
Bakuda, the greatest Tinker in the world? Does she even have any other contenders at this point?

Don't downplay Oracle!
For Fairfax to trust her with the most important part of the job, he must have incredible faith in her capabilities. Yes, she's a preteen, but she performed her part perfectly, predicting an Endbringer's movements so perfectly that it ran straight into a trap and died without being able to put up a fight.
She's got to be the greatest Thinker in the world, right?

After all, literal immortality, all the powers she could want, enough information to make multiple three-letter agencies come to her on bended knee… oh and the ability to resurrect Coil again to kill him in increasingly amusing ways.
"I… don't understand," the curly haired girl said, and Lisa sighed.
"Frankly, neither do I," Lisa admitted with a shrug. "For all my powers, Sebastian's intentions escape even me. But, for reasons I don't know, he's utterly convinced that you, Miss Hebert, are his rival."
"But- I'm not even a cape!" Taylor said, looking both shocked and slightly afraid at the idea that Sebastian Fairfax, one of the most influential capes in the world and the only one capable of bringing back her mother, saw her as a rival. It was an understandable misunderstanding, because most people would want to defeat their rivals and the idea that the guy who controlled every gang saw her as a rival had Taylor nearly hyperventilating. "I've never done anything to him!"
"No, you haven't, but Sebastian… I'm not sure he's a precog, exactly, not by most understandings of the word but he has repeatedly shown to have knowledge of future events, seeing people as important when he should have no way of knowing. He showed up at Bakuda's dorm room before she had a chance to do anything with her power, same with Oracle," Lisa explained. "Whatever he knows, it has made him convinced that you are the biggest threat to his empire. He keeps calling you Khepri for some reason, and frankly… you're one nudge away from a trigger event with how shitty your life is."
Taylor flinched badly at that. It was amusing, but Sebastian had caused so much chaos that he'd distracted Taylor's bullies away from her. The Barnes girl was too busy being a Fairfax fangirl for his deed in slaying the dragon and offering powers to the masses, and without her focusing on Hebert, Hess and Clements had lost interest since Barnes had been the one pushing them to target her.
"Are- are you going to kill me?" Taylor asked meekly, looking every bit the girl who had been beaten down by the world.
"God, no. Sebastian might just punish me if I did something like that. Tell me, what would you do to get your mother back?" Lisa asked bluntly, well aware of the sore spot she was ruthlessly poking. She had her own, in the form of her idiot brother, after all.
She had sent someone to retrieve his body, but… well, she wasn't ready for that conversation so he remained in storage until she was older and wiser.
"Anything!" Taylor said, biting the bait with all the self-preservation of a fish seeing a particularly wriggly worm.
"Excellent. And what's your opinion on revealing maid outfits?" Lisa asked plainly, watching the other girl go bright red.
"I- what?" Taylor squeaked. "I mean- would that help?"
"More than you could imagine," Lisa agreed, pulling out the bag she brought with her and handing Taylor the uniform. "Put this on, and follow the script I have for you and your mother will be back before tonight is over."
Despite Taylor's burning face, she practically snatched the tiny outfit from her and Lisa watched the girl carefully. She could see the hints of a girl so dangerous that Sebastian would see her as his own rival, under the depression and slightly suicidal thoughts. More importantly, Sebastian, mad as he may be, had never been wrong yet.
And as someone who enjoyed her life far too much to allow anything to threaten it, she planned to make sure that 'Khepri' was entirely on their side. At her core, Taylor was a girl of extreme loneliness and low self-esteem, who really needed some friends.
Lisa could work with that.
