Old Gundam was a city where mafia groups had existed for decades. And these mafia groups had embraced this city and their own way of life so much that they had established a set of rules.
These were unwritten rules that everyone obeyed and that had emerged naturally.
For example, if a member of one family was personally invited to another family's mansion or base of operations, no harm could come to the invited family member. If harm did come to them, the family to which the person belonged could present proof of the invitation and demand appropriate punishment from the highest ranks of the mafia hierarchy, and even compensation from that family.
For this reason, Tom Bluelet was quite at ease. He had little concern for his safety, even though he was on the territory of another family, especially one he did not trust. Inferesse wasn't a family that would throw away their entire future just to bring him down.
