The eastern sky was still the color of bruised steel when Jasmine reached the cliff's edge. A cold wind came off the sea, carrying the scent of salt, wet rock, and the faint metallic bite of fresh-cut alloy. Below her, North Cove remained half-swallowed by morning mist. Only the disciplined movement of shielded work lights and the slow, deliberate motion of cranes betrayed the truth: this place had not slept in weeks.

Captain James Nolan stood a half-step behind her left shoulder, hands clasped at the small of his back. Jasmine finally broke the silence. "You realize how strange this feels, Captain. I am now Interim President of the American Republic. And you… are technically under my direct authority." Nolan's reply was immediate. "Yes, Ma'am. I am aware." She turned slightly. "Does that change how you speak to me?"

"No," he said. "It changes how I bring you problems. It does not change how I tell you the truth." A faint, tired smile touched her mouth. "Then tell me the truth about what we are building here. Not the version the Four Kingdoms will eventually see. The version that actually matters." Nolan stepped forward and activated the holographic projector on his wrist. A crisp three-dimensional rendering of the cove shimmered into existence between them.

"North Cove Naval Base," he said. "That is the official designation now. But construction did not begin after the ratification vote. It began the week after your fleet made landfall." Jasmine's eyes narrowed. "Explain." Nolan adjusted the hologram. Several sections of the western shoreline lit up in soft blue.

"We started small. Quietly. While your people were still recovering and Discovery Forces were establishing the perimeter, we began clearing the western shore under the cover of fog and acoustic baffles. We told anyone who asked that we were building additional storage and repair facilities for the fleet. That was true… at first. What they did not see was the survey teams mapping the seabed for drydock foundations. Or the teams quietly cutting into the cliff face to create protected workshops. We have been expanding in deliberate layers ever since. Every time a new section was structurally sound, we moved the visible work outward so the older, deeper work remained hidden behind it."

He zoomed the hologram to show the current state of the western shoreline.

"Two large drydocks are now under construction. One is already partially operational and can handle vessels up to heavy frigate size. The second will be complete within eight weeks. We are also building dedicated slipways, heavy fabrication yards, and protected ammunition storage beneath the cliff overhangs. Within six months, this location will be capable of constructing and repairing vessels up to light cruiser displacement." Jasmine watched the glowing lines shift across the projection. "You have been building a navy in secret since the day we arrived."

"Yes," Nolan said simply. "Because we both know that goodwill can be withdrawn." He shifted the hologram again. This time, the northern cliffs lit up with a deep amber glow. A large, multi-level excavation was visible, carved directly into the rock face and reinforced with heavy structural latticework.

"Integrated into the northern cliffs," Nolan continued, "we are constructing a dedicated Research & Development laboratory and hardened bunker complex. The excavation began shortly after the first drydock foundations were laid. The facility is being built in layers — the outermost sections are already operational and serve as workshops and prototype assembly bays. The deeper levels, still under excavation, will house secure testing chambers, advanced Mana research laboratories, and a hardened command node capable of operating independently if the surface facilities are compromised."

Jasmine studied the glowing cutaway of the cliff. "You are turning the northern cliffs into a fortress laboratory." "We are turning them into a place where we can develop capabilities the Imperia cannot easily predict or counter," Nolan replied. "Weapons, defensive systems, and technologies that blend Sol engineering with this world's Mana. The Specter prototypes are already being tested from concealed pads within the complex. Sensitive work stays inside the mountain."

He changed the projection once more. A sleek, angular aircraft appeared above the cove, hovering in perfect silence. "The UH-92 Specter. Our new atmospheric-only VTOL multi-role platform. We currently have three flight-worthy prototypes and two more in final assembly. The design uses a compact, coaxial, stacked, counter-rotating main rotor system with active acoustic cancellation technology. At cruise altitude and moderate speeds, the aircraft is dramatically quieter than anything we brought from Sol. The tail features a single transverse ducted fantail mounted across the tail boom so the thrust faces port and starboard. It provides yaw control while remaining far less audible than a traditional exposed tail rotor."

The holographic Specter performed a slow, silent turn above the water. "It is built around a lightweight aerospace version of our Mana-resistant composite armor. But the most important development is the dedicated Anti-Magic Warfare variant — the Nullifier. It mounts a Directed Mana Nullifier in the nose that projects hundreds of parallel, randomized counter-frequency bursts. The system disrupts the natural resonance spellcasters rely upon to shape and stabilize Mana. It is most effective against single high-value magical targets, but it can also degrade area wards and ritual constructs at range."

Jasmine watched the aircraft hover in perfect silence. "You are giving me an air force and a navy in the same breath, Nolan." Nolan lowered the hologram slightly and looked at her directly. "I'm showing you all of this now, Ma'am, because you are no longer just the leader of the Rothgard exiles. You are the Interim President of the American Republic — the civilian government. When the time comes to negotiate borders with the Four Kingdoms — and it will come — North Cove needs to be recognized as sovereign Republic territory from the beginning. Not as a military encampment that can later be contested or claimed as neutral ground. By building it under your civilian authority from the start, we ensure that when the maps are drawn, and the treaties are signed, this place belongs to the Republic. Not to the Discovery Forces. To the American Republic itself."

Jasmine was quiet for a long moment, the weight of his words settling over her. Nolan continued, voice steady. "I could have kept expanding this in secret until it was too large to hide. But that would have made it a military asset first and a Republic asset second. I would rather it be the other way around." Jasmine placed her hands on the cold metal rail. Far below, a crane lifted a massive prefabricated section of drydock wall into place with surprising grace. The movement was almost silent in the morning mist.

"You moved quickly," she said quietly. "I had to." She turned to face him fully. "And you, Captain? Do you trust me with this?" Nolan met her eyes without flinching. "I trust that you understand what it means to lose everything once. I trust that you will not waste what we are building here. That is enough for now."

The first true rays of sunlight broke over the eastern cliffs, turning the mist above the cove into glowing gold. The new naval base below remained half-hidden in shadow and deliberate secrecy, its cranes moving like quiet ghosts in the light, while deeper within the northern cliffs, unseen work continued in the dark.

Jasmine looked back down at the water. "Then keep building, Nolan. Quietly. Quickly. And when the time comes that I have to stand before the Four Kingdoms and explain what we have done here… I will need more than promises. I will need results."

"You will have them," he said. They stood together in silence as the sun rose, watching the quiet, disciplined work continue in the cove below—steel and purpose rising where only weeks earlier there had been rock, water, and mist.
