At 10 a.m. US Western Time, across the ocean in Los Angeles, California in the US, in an FBI state headquarters, an analyst named Xerxes Roosevelt was watching the news feed from the UK, who picked up the scoop of the "Hospitality Videos" of the MPC agents on the detained Triad Power agents in a Tokyo detention facility. He and his agents and other personnel were in a meeting room. They completely despised what the CIA and the White House was trying to do to Japan with the Hakaze Inn Conspiracy, yet they cannot say their objections openly or else they would be dead with arrest warrants or budget cuts. So, they kept these grudges to themselves.
"Come on…" one of the FBI agents groaned on his seat, "...they had tried to fuck up Japan just for the Special Region?"
"Disgraceful…" a tech specialist spat.
"Guys, I am feeling embarrassed by our country's greed by now…" Xerxes massaged his temples as if a migraine might explode in his mind.
"Yeah," said one female agent while spinning her gel pen with her fingertips, "it took 7 nations to respond to their illicit operations. And now who is the one crying in Langley?"
"Fuck that CIA!" her partner, Marco Buendia, hissed in hatred. "I supposed to go to Tokyo for its food and cosplay events, but my 1,000 dollars of a discounted ticket by Philippine Airlines needed to be refunded and my 5-day vacation is off the rails!"
"A thousand dollars?" Xerxes raised an eyebrow for a few moments. "That's quite too much."
"It's first class, man!"
"Oh…"
Marco wasn't the only one who is suffering from grudge against the CIA, SVR, and MSS for almost destroying Japan; many agents, specialists, and other personnel had upcoming paid leaves for trips to Japan and had booked plane tickets from American and non-American carriers. But when this Hakaze Inn Conspiracy came to life last night starting in Chiyoda, Tokyo, Japan, they had to cancel their flights and waste money on tickets. But luckily, non-American carriers, collaborated with the national governments of the MPC nations, pinged notifications in their phones, offering to have their refunds refunded and returned to bank accounts and that they can rebook flights to Japan at a later date. Seeing this miracle-ish opportunity, the personnel immediately requested for refund, and a few minutes later, the refunds were done.
Seeing all that, Marco couldn't help but remembered the history of the NBI, whose existence stretched all the way back to 1936, where the FBI established it in the Philippines to have a model similar to them.
