Neither side gave up, actually caused by the asymmetry of information.
There are multiple reasons why the player side did not give up. Firstly, if they gave up and summoned the army back to the war space, they would naturally save their strength.
The cost they would have to pay is just a team wipeout, and the loss from a dungeon wipeout is very small. However, the problem is, if they wipeout.
The team won't be truly eliminated, but they would need to start over from the first phase and fight for control of the passage again.
Even though they do not know the situation outside, they can imagine that it's intensely competitive, and they used to rely on their overpowering strength to sweep through everything before.
The current situation is that most of the places have been occupied by players, and if they want to reach the actual passage, they likely must fight their way there.
More critically, fighting through doesn't even guarantee there will be a passage.
