The current Alderman contained an overflowing energy and was still absorbing it. He could see the flow of energy from the magma below. The former Executive Administrator strengthened himself through the magma below. He didn't know how, but the sea of magma was supplying that overflowing energy to him.
What he saw in front of him was a creature formed by this massive energy. It had different structures than a normal person, or maybe Alderman was not a person at all in this form.
