There are about seventy to eighty Melowa high-ranking officials hiding in this hall, which isn't a large number, and in such an empty space, they seem even fewer. These people are clustered together, perhaps to give themselves a sense of security, but it might also be because Sandora's Spiritual Plague still has an effect: the latter can force infected individuals to feel isolated, driving them to communicate more with their peers, thereby accelerating the spread of the Spiritual Plague. Although those with strong willpower among the Melowa people may resist being killed or directly controlled by the Spiritual Plague, they are still affected to some extent, and in an environment where everyone around them is infected, those who are not infected are not much better off than madmen. Look at these survivors of the plague—who can say their mental state is normal?
