The 15th Day Zone of the Old Empire doesn't have an Emperor—I consider this impossible.
Exceptions can occur in everything, but there is definitely no exception for the position of the Emperor of the Xyrin Empire, which is almost the second absolute thing in the entire Void aside from the "Tendency to Zero Law." The Old Empire had 135 day zones, thus there were 135 Emperors. Any ruling area, regardless of how many universes it contained, as long as it was classified as a "day zone" level within the Empire's control system, would inevitably have a supreme Monarch at its core—this iron law never changed until the Old Empire collapsed. It was a law engraved in the core logic of every Xyrin Apostle; no one would dare to say that the ruler of any day zone could be anything other than an Emperor. Absolutely impossible.
