Blacklist.
The notorious Hell bounty in the current circumstances.
Initiated by the Believers of the Piper, scattered across various depths of Hell, the Abyss Handlers have joined forces to keep a small blacklist book.
It's akin to the Astronomical Society's wanted list, often used by various odd characters as a yardstick for comparison or whatnot.
The people recorded on the list are often those who have offended various Hell factions and thus have a large bounty placed upon them, such as Chu Hai, Chu Hai, and Chu Hai...
After all, Chu Hai is the only natural enemy who enjoys diving into Hell for no reason, and he's also the most annoying among all the natural enemies.
Of course, as an authority in Hell in its own right, its function is certainly more than just to update rankings in real-time.
It is itself an Authority Relic.
A network of power spread throughout Hell, formed through the connections between countless blacklists.
