Goku knew that Tien Shinhan who was four years older than him not ordinary martial artist and atleast 1,5 times stronger than Yamcha. But the current Goku was three times stronger than Yamcha so in theory he was stronger than Tien ShinHan.

Goku did not want to waste his movement againts Tien Shin Han. But because Tien Shin Han are really strong and Goku even though stronger than Tien Shin Han, lose in terms of experience and tehnique. Tien Shin Han tehnique are more plenty and more refined than Goku.
So Goku having a hard time fighting Tien Shin Han, if Goku fighting Tien Shin Han with an intent to kill. Then the fight will be ended in one or two moves. But Goku did not fight to kill right now, but to win againts Tien Shin Han.
So Goku holding back so much of his power, or he will accidentally kill Tien Shin Han.
Tien Shin Han are a bit faster than Goku, so his punch are hitting Goku much more than Goku punch that hit Tien Shin Han. But because Goku having stronger body Tien Shin Han punch are not affecting Goku too much even though Tien Shin Han are using four arms skill when punching Goku.
